SB 700 reemphasizes the role of storage in achieving SGIP’s
environmental goals
–
PU Code 379.6(b)(3): “The commission shall adopt requirements for
energy storage systems to ensure that eligible energy storage
systems reduce the emissions of greenhouse gases.”
•
PU Code 379.6(a)(1) codifies three main SGIP goals:
–
Environmental goals – reduce GHGs, integrate renewables and
reduce criteria air pollutants
–
Grid Support goals – reduce or shift peak demand, reduce grid costs,
provide ancillary services
–
Market transformation

Summary of GHG Staff Proposal Customer Sector New Commercial Proposal Eliminate RTE requirement Use a 40% upfront payment / 60% performance-based incentive structure for all new commercial projects Reduce performance-based payments in proportion to GHGs New Residential Eliminate RTE requirement Require all new residential projects to: - TOU rate with peak starting at 4pm or later - Paired with solar (with 75% solar charging) - Single cycle RTE 85% Developers with residential fleets that increase GHGs suspended 90-360 days Two compliance pathways: 1. Remain under existing RTE rules 2. Opt in to GHG reduction pathway (RTE req. waived, annual cycling requirement reduced from 260 to 130) Verification and enforcement at the developer fleet level Developers with residential fleets not meeting RTE or GHG requirements will be suspended (90-360 days for GHG fleet, 180- 360 days for RTE fleet) Legacy 10
