2 2025/02/21 SETA Landscape Report Specific Objectives Align the Strategic plans of Colleges to those of Funding SETAs (I.e. The Skills KPA) Determine the impact of SETA interventions in all college by assessing the past and future funding value injected in all the college and also assessing the level of skills imparted Alignment of funds between SETAs and Colleges Facilitate the training on the new Skills Landscape Challenges experienced by province
3 2025/02/21 OVERALL AIM AND SPECIFIC OBJECTIVES OF THE SETA LANDSCAPE The NSDP addresses problems and opportunities in the skills landscape that were identified in a number of processes, they include the need to outline the clearer mandate and role for SETAs for the longer term, the need of better alignment of funding, planning and monitoring mechanisms, and the reduction of multiple accountabilities The overall objective of SAPCO is to align the strategic planning of all TVETS skills plan with those of the Funding SETAs and to further determine the overall impact the SETA funding in the last medium term revenue and expenditure framework. That will also assess the skills base that the SETA has contributed to all colleges and the impact thereof
4 2025/02/21 SETA Landscape Report Questions to Colleges What are some of the challenges or constraints that you have experienced in engaging with or working with SETA s? Do you have examples of effective working partnerships and the outcomes that have been achieved? What enabled this success? Given the new roles for SETA s, what opportunities are there for your college? What will you need to do to make the most of these opportunities? What are the key businesses in your region? What linkages do you have/could you have with business? All participants were provided with handout packs that captured the key information which had been shared. Participants were encouraged to share their understanding with colleagues at their respective colleges.
5 2025/02/21 SETA Landscape Report What are some of the challenges or constraints you have experienced? The release of responses from the SETA's and their responses is very slow including their verification process There are delays in payments Information from the SETAs is not accessible There is no consistency in benefits and stipends received by learners. There is no advocacy from the SETAs. There is no feedback if the application has been turned down There is a general breakdown in communication and information is delayed or not shared timeously Colleges need to look for adverts in a newspaper and then bid; there is no direct line of communication to colleges Accreditation requirements are onerous and colleges do not have the funding to refurbish technical workshops and infrastructure Some SETA representatives at Colleges are very stretched, needs to be responsive to businesses in the area as well Do not receive feedback after accreditation site visits which are often conducted by a private agency. Private providers pay these agencies to assist them with accreditation applications

Even though the College needs to sign 3-year contracts with the learners and Host Employers. - SETAs are also reluctant to fund equipment and infrastructure, while it is expected that Colleges must roll-out Occupational Programmes and increase the delivery of occupational programmes. - SETAs must earmark dedicated funding for TVET colleges to ensure expansion of occupational certificate programme delivery, especially the new qualifications as developed by QCTO as replacement for the old qualifications of N4-N6 Business and General Studies. - Some SETAs fund experiential learning for N6 learners for 12 months, although learners need to do 18 months before they can apply for their National Diplomas. - Some SETAs do not fund NCV Level 4 student graduates for internships. - Some SETAs exclude students for placement for student internships based on specific age restrictions while the college have no age restriction for a person to study at the college nor does NSFAS have any age restrictions. - SETAs needs to standardize the amount allocated for stipends since it creates unhappiness among students. - SETAs allocate very small numbers, which have the effect that if there are drop-outs, the College is left with unsustainable projects.
