RECO Responsibilities

The NNSA Administrator provides NA-521 Realty Specialists their RECO
warrant.
Only RECOs are delegated and have authorization to contract for the
following (taken from NAVFAC Real Estate Procedural Manual P-73):
Acquisition of real property and interests therein (ingrants)
Management of real property (outgrants)
Disposition or disposal of land, interests in land, improvements and
related personal property, including sale of improvements on non-excess
lands or forest products
Memoranda in furtherance of the above functions (i.e., letter
agreements, Memoranda of Understanding or Memoranda of
Agreement)
Negotiating
, executing and administering federal contracts that safeguard
the United States’ interests and making necessary determinations and
findings under those contracts
RECO Responsibilities

Personally signing all federal real estate contracts and modifications, or
requests for contracts 
and modifications
Assuring that funds for federal or M&O contract obligations are available
and are within the scope of the contract before execution of the contract
Reviewing contractor performance under the real estate terms of the
federal contract
Initiating any appropriate action necessary to properly assure satisfactory
federal contract performance
Relocation Assistance Services
Reviewing and approving M&O real estate transactions, alongside the
Contracting Officer’s approval and Program and Field Office Manager’s
acknowledgement of the action (specific to NNSA)
Real Property Officer Guidance
Purpose
Establishes National Nuclear Security Administration (NNSA) policies and
procedures for the acquisition, use, inventory, and disposition of real
property or interests therein
Significance
Supplements DOE’s Real Estate Desk Guide
Updates 9-year-old guidance to align with NA-50’s Program Management
Plan
Enforceable under NNSA SD 430.1, Real Property Asset Management
Timeline
Interim Real Property Officer Guidance Issued April 2018
Planned issuance of final Real Property Officer Guidance: December 2018

Outline data collection requirements, purchase commercial software, and
work with G2 integration to offer a single interface for collecting, managing,
& controlling all asset-related data
Significance
Disciplines the processes which can be structured and repeatable
Improves efficiency, effectiveness, accountability, productivity, and
transparency

Makes it possible for employees to spend more time on other productive
activities
Reduces the risks associated with the current challenges and limitations

M&O identifies the real property transfer need and sends the following to
the Field Office
FIMS Property ID, FIMS Name, FIMS RPUID
Current/Losing Program Owner, Current/Losing Field Office
Gaining Program Owner, Gaining Field Office
Mission Need
Funding Type, Estimated Financial Liabilities
Responsible NNSA Program Office (primary/secondary users)

If the Field Office Manager approves, the Field Office sends the request to
NA-521 RECOs

NA-521 RECOs will verify the information and send to NA-50

NA-50 works with impacted PSOs and NNSA RPO to provide approval,
including funding liabilities

NA-521 RECOs prepare a Transfer Dataset Memo for signature by impacted
Field Office Managers, PSOs, and NNSA RPO

NA-521 RECOs and other party’s RECOs prepare and sign TMOU with the
Transfer Dataset Memo attached
