Purpose of Todays Meeting NEC staff provide an overview of the proposed Amendment to the Niagara Escarpment Plan Receive a presentation from the Township s planning consultant Receive comments and questions from the public No decisions regarding the Amendment are being made today March 21, 2019 2

  3. Background A Development Permit application for the improvement of Sideroad 26/27 in Clearview Township was refused by the Niagara Escarpment Commission in 2015. The decision was appealed and was sent to the Environmental Review Tribunal. The hearing was stayed pending the submission of a Niagara Escarpment Plan amendment. Application to amend the NEP was submitted by the Township in February 2018 NEC directed staff to circulate the application for comments in January 2019 March 21, 2019 3

Subject property Proposed Amendment applies to Sideroad 26/27 in the Township of Cleaview, County of Simcoe Extends from Osprey Clearview Townline in the west to Nottawasaga Concession 10 in the east The existing road is unpaved and maintained seasonally. Lands north and south of the road are designated Escarpment Natural Area, Escarpment Protection Area and Escarpment Rural Area in the NEP 2017 March 21, 2019 4

Sideroad 26/27 Amendment No change to land use designations proposed Site specific policies are proposed by the Township to be added to the NEP: to allow the re-development (re-construction and improvement) of Sideroad 26/27; to state that the improvements are necessary to the public interest, there being no alternative; to not require a development setback from the brow of the Escarpment. March 21, 2019 5

Public Consultation Details of the draft amendment and all the technical reports are available from the NEC website and copies of the report also available for viewing at the Thornbury office of the NEC The amendment is also posted on the Environmental Registry. Deadline for comments is May 31, 2019 Comments can be submitted through the Registry or to nancy.mott@ontario.ca. March 21, 2019 6
