PCBS recently received an External Review Mission to evaluate its program for 2018-2020. The recommendations covered statistical issues, strategy planning, leadership development, and fundraising efficiency, among other areas. Progress has been made on several recommendations, such as improving the format of statistical reports and developing a manual for data quality control. Ongoing efforts include focusing on data disaggregation for Sustainable Development Goals (SDGs) and fostering an innovation culture. Overall, PCBS is actively implementing recommendations to enhance its operations and program effectiveness.

  1. Overview PCBS received an External Review Mission (Virtual Mission) to assess PCBS program for the years 2018-2020. The final Mid Term Review report was received on April 17th, 2021, and a follow-up plan on the recommendations was prepared and shared with NRO. The recommendations focused on the following issues: - Statistical issues. - Strategy Planning - Processing and Project management. 2

  2. -Leadership Development. -Fostering an Innovation & Continuous Improvement (CI) culture. - People (Human Resources) Management. -Improving predictability and sustainability/efficiency of fundraising. The recommendations of the mentioned external review missions have been endorsed as a main item in the agenda of PCBS Council and the Advisory Council. Statistical issues: A report was prepared on the development of the press releases, statistical reports, and presentation mechanisms on PCBS website Progress Status PCBS could improve the format of how statistical conveyed, particularly in statistical reports Done messages are PCBS should discuss and review its mandate for production of analysis, as part of its statistical releases. Large projects such as the Agriculture Census or other Censuses require a large scale of mobilization of resources and multiple donors Progress Status To reinstate donor meetings (can be virtual) and to ensure donors aware of how their funding contributes to the NSDS Ongoing Continuous activity Strategy planning & execution: Leading a monthly review of the project portfolio green/orange/red status approach with specific remarks on project status where appropriate) and by re-enforcing systematic risk management at project level Preparing periodic progress reports (monthly, semi-annual and annual), and evaluation cooperation with departments, whether for PCBS main program, strategic activities, and performance indicators. Leadership development: Progress Status Implementing the agile management of projects (Scrum, Kanban; Visual Management ) Done PCBS has to continue developing its management-leadership style toward an approach of more delegation and coaching style, in order to empower individuals more and make teams more autonomous A number of PCBS staff members participated in several training courses conducted by the Palestinian National School for Administration, targeting department directors and division heads. A combination of short but regular working sessions and events will enhance collective intelligence. No additional resources are required, just some hours. But the benefits can be huge. Challenges and Obstacles Facing the Implementation MTR 2018-2020 - The existing standards, classifications and methodologies used are not unified among all partners in the NSS. - The shortage in the comprehensiveness and details of the administrative records data available in some ministries and government institutions - Poor quality of the administrative records data - Timeliness of providing data from partner ministries and institutions. - Computerizing work tools and models to provide administrative data 14
