Output 1 Key Activities as per 2014 Annual Work Plan Progress/Results Preliminary field mission to Batticaloa Key actors of the penal chain briefed on CFMC Key challenges of case flow identified Criminal Justice Case Flow Management Committee established in one area model Establishment of the Case Flow Management Committee at the National Level Launch of the National Steering Committee on Justice (July 16th, 2014) Organization to undertake the bottleneck analysis as well as capacity assessment and gender analysis has been selected via competitive process Support to the 1st Bar Forum (May, 2014) Analysis on the bottlenecks/needs of the Justice Sector With the support of Attorney General, a forum on identifying the priority cases within the AG s department is to be held mid-October Assist Judicial and Prosecution services to identify and process priority cases to clear case backlog Agreed to establish a link between databases of the AG s department, Gov. Analyst s dep., and Judicial Medical Officer and the Courts. Development of an Integrated Electronic Information flow system across the Penal Chain Conduct a study on the Community Based Corrections Mechanism in the Ratnapura District Consultant to conduct the study has been selected and the final report is due on 25th November 2014
Output 2 Key Activities as per 2014 Annual Work Plan Progress/Results Committee (consisting of members identified by the MoJ and the LAC) will be established shortly The Asia Foundation has been identified as the Consultant organization that will be tasked with developing/drafting the National Policy supported by the Committee under the guidance of the Chairman of the LAC Establish a coordination mechanism of legal aid service providers (National Committee) to provide a coordinated engagement to the formulation and implementation of a National Policy and strategy on legal aid. Amendments to the legal aid law to be initiated through the Committee The BASL has undertaken to include Legal Aid as a specific thematic subject at the Junior National Law Conference A Forum Theatre event is also being developed under this theme. A specific database of junior lawyers willing to undertake legal aid cases will be established following the Forum Support the Bar Association of Sri Lanka (BASL) in increasing the involvement of its junior members in pro- bono work /legal aid as well as public interest litigation 2-day awareness raising programme for non-judicial court staff in the Galle District was held; The programme included sessions on productivity enhancement towards strengthening case flow management, as well as sessions on women and children s rights and human rights (June 7-8th) Awareness raising for public officials (court staff) on human rights, women and children s rights, criminal procedure etc.
Output 3 Key Activities as per 2014 Annual Work Plan Progress/Results Strengthen the capacity of MCDWA to lead the development of a National Action Plan on eliminating SGBV TOR has been developed and distributed; awaiting expressions of interest Joint initiative with the Forum against Gender Based Violence, to hold a policy dialogue on workplace sexual harassment (follow-up) Advocate for legislation and policies to combat violence against women Strengthen the referral system of SGBV cases to the penal chain in 3 area models through Women and Child Development Units Meetings on referral system scheduled to be held in Anuradhapura and Ratnapura (mid-October) Procurement of necessary equipment in process Support and strengthen the MCDWA s institutional reporting functions 10 experts have been selected to undertake the CEDAW reporting and meetings held Undertake a capacity assessment of Women Development Officers (WDOs) and other staff Ministry and TC would jointly conduct capacity assessments of WDOs in 2 areas (mid-October) Conduct awareness programmes on prevention of underage marriage and SGBV Technical assessment is completed and awaiting final approval from the Tender Board Required equipment procurement is in process; Selected police officers are being/will be trained on counselling via NISD centres; Ministry to sign MOU with the NISD in coming weeks Refurbish the Police Women and Children's desks in 3 area models; availability of female officers, trilingual language abilities, etc
Output 4 Key Activities as per 2014 Annual Work Plan Results/ Progress Strengthen the Ministry of Justice/the Court of Appeals Special Translations Unit Activity completed. The Unit translated a total of 98 case briefs The Project is currently consolidating the Penal Code and the Code of Criminal Procedure (identified priority) in Sinhala, Tamil and English Support the consolidation and translation of five key legislations in both official languages Training is scheduled (for 2015), to develop specific training modules to introduce the subject into the criminal justice sector in Sri Lanka. Support law enforcement (police officers and other) on criminal profiling Special sessions on criminal justice, public law and sentencing are to be organized for BASL s Junior National Law Conference Report on sentencing would be submitted for national sentencing policy consideration Support the BASL to raise awareness on the latest international developments in criminal justice and public law NSCJ launched on July 16th Subsequent thematic committees to follow Establishment of the National Steering Committee on Justice (NSCJ) Selection of software developer is in process Management plans are developed Develop an Intra-Prison electronic database The final report is due on 30th October 2014 Findings would be used to develop comprehensive trainings plan/module by CRTC Capacity/needs assessment on prison officers Conduct a study on overcrowding of prisons and rehabilitation of prisoners Selection of consultant is in process
Output 5 Key Activities as per 2014 Annual Work Plan Results/ Progress HSTF supported mobile clinic activities completed; - 4 clinics benefitting 4,984 individuals with legal documentations and 4 pre-clinics benefitting 7,282 with basic documentations UNHCR supported clinics to be held in Nov/Dec Conduct legal documentation mobile clinics Support to the DRP with Sinhala/Tamil translators; Activity to be completed and final report due on September 30th, 2014 Provide translation support for the Department of Registration of Persons MOU signed by the Ministry and LAC Village profiling took place 7 villages of 3 Districts, covering a total of 190 families Equipment support to LAC centres to strengthen the Commission s institutional capacity Establishment of the MNLSI Provincial Centre; to extend the Ministry s services (including legal documentation) to peoples in Northern Province Provide support to extend legal aid service delivery in the Northern Districts Support MCDWA in printing SGBV-related law directory in three languages MOU between two Ministries has been signed 19,000 copies would be printed Support MCDWA to implement diploma program on political Empowerment of women, in the North and East of Sri Lanka. In collaboration with MCDWA s National Committee on Women and NISD, trainings were conducted on women s issues, awarding 75 women with Diplomas
Output 6 Key Activities as per 2014 Annual Work Plan Results/ Progress Media campaign for NKF from June 30th to Jul 15th in three languages, via MTV outlets, took place MTV campaign affected print media to also cover the NKF and Social Integration week Documentary on NKF also in development The script for TV series on SI has been developed and helped establishing a partnership between MNLSI and MMMC, which would lead to more constructive media engagement on SI issues Facilitate and support a more expanded public discourse via community and social media Activity completed CNC in April, produced Charter on National Unity National unity and unity in diversity have been promoted in essay and arts competition in schools 14 district level workshops were organized, on SI as well as volunteerism, linking to NKF/SI week Public Outreach through the Convention on National Unity, engaging school childeren 30 women leaders reached through this activity, 3 of 4 planned workshops already complete Scale up of women s empowerment initiative
