The Middle Leadership Programme (MLP) is an online self-directed program supported by blended learning approaches. It focuses on Leading the Function behaviors in the NFCC Leadership Framework and consists of four modules covering different areas. It complements existing development programs and aligns with other NFCC development initiatives like the Executive Leadership Programme (ELP) and Supervisory Leadership Development Programme (SLDP). The MLP modules cover Personal Impact, Outstanding Leadership, Service Delivery, and Organisational Effectiveness, emphasizing skills like effective communication, team collaboration, and achieving improved outcomes through sustainable change.

What is the Middle Leadership Programme? Online, self-directed Middle Leadership Programme supported by blended learning approaches such as learning logs, group learning guides, action learning sets, coaching and mentoring framework, 360 feedback. Builds on the NFCC Supervisory Leadership Development Programme, focussing on the Leading the Function behaviours in the NFCC Leadership Framework. Developed collaboratively between the National Fire Chiefs Council (NFCC) and the Chartered Management Institute (CMI) Four modules a module for each of the areas in the NFCC Leadership Framework
What is the organisational context? **This slide is for Services to bespoke information about what plans/strategies/inspection reports support the need for leadership and management development, such as MLP** For example, HMICFRS inspection reports, HMICFRS Values and Culture, any internal reports
How does the MLP complement existing development? **Services may want to bespoke this information to visually show what development is already available in services at Middle Leader level, and how the MLP will support/replace this** It would also be useful to put the contact details of who to contact for more information about development/training opportunities.

Who is it for? Applicable to Grey and Green Book middle leaders. Aspiring middle leaders that want to build on their leadership and management skill set to support performance in role and any future career aspirations. Newly promoted middle leaders to provide them with the knowledge, skills to perform in their role. Existing middle leaders who want to refresh their skills, particularly if they have been in post for several years.
How is it delivered? It is accessible 24/7 to provide the flexibility you need to progress through the programme. Licences are valid from 12 months from date of issue. Delivered via an online platform with a variety of resources to suit all learning styles. Self-assessment questionnaire completed at the start and end of the programme Four modules to work through with associated learning logs and other blended learning options. Modules are signed off by line managers through discussion and assessment of learning logs. Certificate of Completion with the option to use fCMgr letters after your name. fCMgr stands for Foundation Chartered Manager.

Self-assessment diagnostic The self-assessment will be based on each of the statements on the NFCC Leadership Framework for Leading the Function . Prior to completing any elements of the MLP, learners will be required to complete a self-assessment against all areas of the NFCC Leadership Framework and the Core Code of Ethics. Results from the self-assessment takes into account all previous skills, knowledge and experiences and advises the learner which elements of the development programme should be completed. However, they will be encouraged to complete all elements, even as a refresher.

Line Manager responsibilities Sign off each module through discussion with learner, and a review of their learning log, to confirm their knowledge, skills and understanding and identify further learning and development needs on their personal development plan. Provide opportunities for the learner to be exposed to opportunities in the workplace that will help to cement their learning. Always provide constructive feedback At the end of the four modules, line manager to email the NFCC at nfcccontentandguidance@nfcc.org.uk to confirm the learner has completed the programme.
