Opera - Enhancing Energy Regulation in the Pacific Islands
Opera, established in 2016 with the support of the Asian Development Bank, aims to enhance regulatory decision-making skills and technical capacities of energy regulators in the Pacific Islands region. Through collaboration and information exchange, Opera seeks to improve regulatory governance, facilitate capacity building, and support the development of energy regulatory regimes. The initiative also focuses on achieving national government targets for renewable energy, addressing challenges such as capital intensity and island dispersion, and promoting independence, professionalism, and accountability among regulators.

PURPOSEAND OBJECTIVE To provide a forum for energy regulators in the Pacific Islands region to enhance regulatory decision making skills and technical capacities. Exchange information and experience concerning energy regulation; Support the development of energy regulatory regimes in Alliance member countries; To facilitate and promote best regulatory governance and effective regulatory methods and methodologies in OPERA member countries; Collate information from member countries regulators and prepare regional reports including statistical information on generation mix, cost of service parameters, etc.; Facilitate the development of locally based training and capacity building opportunities for energy regulators.
