MRA AND THE NEW RACING RULES OF SAILING 2021- 2024 UNDERSTANDING OUR NEW RACE DOCUMENTS SUSIE SCHNEIDER, REGIONAL RACE OFFICER NANCY GLOVER, NATIONAL JUDGE
EVERY FOUR YEARS! THE RACING RULES OF SAILING (RRS) ARE UPDATED EVERY FOUR YEARS. THE CHANGES ARE TIMED TO CORRESPOND TO THE YEAR AFTER THE OLYMPICS (BUT NOT THIS YEAR!). THIS PROVIDES CERTAINTY FOR A FOUR YEAR PERIOD WHILE ALLOWING IMPROVEMENTS PERIODICALLY. THE 2021 -2024 CHANGES ARE NOT MAJOR, BUT DO PROVIDE CLARIFICATION AND IMPROVE SAFETY.
UPDATING RACE DOCUMENTS THE NEW NOTICE OF RACE (NOR) INCLUDES MORE INFORMATION THAN EVER BEFORE! THERE WILL NO LONGER BE DUPLICATIONS IN THE SAILING INSTRUCTIONS (SI). FOR EXAMPLE, INFORMATION ABOUT CHANGES IN RULES, SCORING, THROW OUTS AND COURSES WILL NOT APPEAR IN THE SI. NOR AND SI TEMPLATES ARE AVAILABLE FROM WORLD SAILING AND US SAILING. MRA DOCUMENTS ARE BASED ON THESE. MRA NOW HAS TWO DOCUMENTS! BEST PRACTICE FOR COMPETITORS: HAVE BOTH NOR AND SI READILY AVAILABLE WHEN PREPARING TO RACE.
CHANGE TO BOAT-ON-BOAT RULES NO CHANGES TO THE RIGHT OF WAY RULES (RRS 10 -13), OPPOSITE TACKS, SAME TACK OVERLAPPED, SAME TACK NOT OVERLAPPED AND WHILE TACKING. ONLY ONE IMPORTANT CHANGE TO THE GENERAL LIMITATIONS (RRS 14 -17), AVOIDING CONTACT, ACQUIRING RIGHT OF WAY, CHANGING COURSE AND SAME TACK: PROPER COURSE. THE CHANGE IS TO RULE 16.2: ANTI-HUNTING. A STARBOARD TACK BOAT CAN NOW LUFF TOWARDS A PORT TACK BOAT THAT IS SAILING TO PASS TO LEEWARD OF HER ON AN UPWIND LEG. NOTE THAT THIS REVISED RULE DOES NOT APPLY ON A DOWNWIND LEG. THE STARBOARD BOAT CAN MAKE IT MORE DIFFICULT FOR THE PORT BOAT TO PASS HER. HOWEVER, RULE 16.1 STILL APPLIES. THE RIGHT OF WAY BOAT MUST GIVE THE BURDENED BOAT ROOM TO KEEP CLEAR.
AT MARKS AND OBSTRUCTIONS RULES 18, 19 AND 20 HAVE ONLY MINOR CHANGES. NOTE THAT THE HAIL REQUIRED BY RULE 20.4 AT AN OBSTRUCTION HAS BEEN EXPANDED TO INCLUDE OTHER SIGNALS (SUCH AS A HAND SIGNAL) IF A HAIL MAY NOT BE HEARD. THIS IS FOR SAFETY. IN ADDITION, MRA NOR 1.3 ALLOWS A HAIL BY VHF IN ADDITION TO A TRADITIONAL HAIL OR HAND SIGNAL. AGAIN, THIS IS FOR SAFETY.
NEW DEFINITION OF START AND FINISH THE NEW DEFINITIONS STATE THAT ONLY THE HULL WILL BE USED TO DETERMINE IF A BOAT IS ON THE COURSE SIDE (OCS) AT THE START OR HAS FINISHED. THE CREW AND EQUIPMENT IN NORMAL POSITION ARE NO LONGER CONSIDERED IN DETERMINING IF A BOAT HAS STARTED OR FINISHED PROPERLY. WHAT ABOUT BOW SPRITS? SPRITS ARE NOT PART OF THE HULL UNLESS SO DEFINED BY THE CLASS RULES. CHECK CLASS RULES WHEN IN DOUBT. WHY? FAIRNESS AND ANTICIPATION OF FUTURE ELECTRONIC TRACKING EQUIPMENT PLACED IN THE BOW.
EXONERATION RULE 43 STATES THAT A BOAT THAT HAS BEEN COMPELLED TO BREAK A RULE BY ANOTHER BOAT BREAKING A RULE NO LONGER MUST TAKE A PENALTY AT THE TIME OF THE INCIDENT. BE CAREFUL: EXONERATION REQUIRES THAT THE BOAT IS CORRECT IN ITS RULES UNDERSTANDING. WHEN IN DOUBT PLEASE TAKE A PENALTY. THE MOST COMMON EXAMPLE IS A BOAT ENTITLED TO MARK ROOM TOUCHING A MARK WHEN ANOTHER BOAT DOES NOT GIVE HER THE ROOM REQUIRED UNDER RULE 18.
OTHER CHANGES IN MRA NOR AND SI AGAIN, WE NOW HAVE TWO DOCUMENTS: NOR AND SI. FEDERAL, STATE AND LOCAL COVID RESTRICTIONS WILL STILL APPLY. PLEASE SEE MRA WEBSITE FOR DETAILS. THESE RESTRICTIONS ARE LIKELY TO CHANGE DURING THE SEASON. SOME NOR AND SI RULES ARE NOW NOT PROTESTABLE BY COMPETITORS (NP) OR ALLOW THE JUDGES TO IMPOSE A PENALTY LESS THAN DSQ (DP). NOTE THAT SI 4.1 REQUIRES COMPETITORS AND SUPPORT PERSONS TO COMPLY WITH REASONABLE REQUESTS FROM RACE OFFICIALS. IN GENERAL MARKS WILL BE THE SAME AS IN PRIOR YEARS. HOWEVER, EYC MAY USE MARK SET BOTS. IF SO, MORE INFORMATION WILL BE PROVIDED BY AMENDMENT TO SI. PROTESTS WILL BE HELD AT THE CLUB DESIGNATED ON THE RACING SCHEDULE. THEY WILL ONLY BE HELD BY ZOOM IF IN PERSON HEARINGS ARE NOT PRACTICABLE.
