  1. NCAA Rule Changes for 2021-2022 Rulebook This was a rule change year for the NCAA, so there are a few major changes for college meets. An important thing you need to be aware of is that the NCAA has not changed the field event time limits back to one minute, as World Athletics (WA, formerly the IAAF) and the USATF did a couple of years ago. The NCAA apparently is content to remain as the only rule book to keep the 30 second limit for all field events except the pole vault, which remains one minute.

  3. The new book is structured with eight Rules each in Part 1 (Indoor) and in Part 2 (Outdoor). Rule 1 (Indoor) and Rule 9 (Outdoor) Definitions Rules 2 and 10 Construction of Facilities Rules 3 and 11 Equipment Rules 4 and 12 Meet Personnel Rules 5 and 13 Competition Procedures Rules 6 and 14 The Competitor Rules 7 and 15 Track Events Rules 8 and 16 Field Events

  4. Part 3, Cross Country has 6 Rules Rule 17 Definitions Rule 18 Construction of Facilities Rule 19 Equipment Rule 20 Meet Personnel Rule 21 The Competition Rule 22 The Competitors

Indoor Rule 4, Section 5, Articles 1 and 2 Outdoor Rule 12, Section 5, Articles 1 and 2 Cross Country Rule 20, Section 6, Articles 1 and 2 Note redundancy between The separate parts of the Rule Book The above sections are added to clearly define the role of the Jury of Appeals In previous NCAA Rule Books, the Jury was selected by the Games Committee but not defined in the Meet Personnel sections.

Indoor Rule 4, Section 17c Outdoor Rule 12, Section 18c Language was added giving sole authority to an appointed/approved medical doctor/athletic trainer for re-entry of an athlete withdrawn because of a medical issue. In previous NCAA Rule Books, the Referee had that authority based on the recommendation of the medical staff.

  7. Indoor Rule 6, Section 2e Outdoor Rule 14, Section 2e Time schedule changes preventing a competitor from fulfilling their obligations to compete in an event is not considered a failure to participate. (Unforeseen, event schedule changes should not automatically lead to penalizing a competitor who, as a result of that change, cannot reasonably compete in an event they have been entered in. This gives the referee some flexibility in addressing such issues.)

  8. Indoor Rule 5, Section 4, Article 3a Outdoor Rule 13, Section 4, Article 3a When the number of competitors exceeds 25 (changed from 20). The games committee shall select one of the following options: a. Proceed using one continuous flight (this option was added and is first on the list. Other existing options include a qualifying competition, two or more flights and five alive, in that order.

Indoor Rule 6, Section 3, Article 1.a(1), b(2), b(5) Outdoor Rule 14, Section 3, Article 1.a(1), b(2), b(5) These sections deal with Assistance and Electronic Devices The following language was added to things not considered assistance and therefore allowed. Viewing by athletes competing in field events of images of previous trial(s), recorded on their behalf by persons not placed in the competition area. The viewing device or images taken from it shall not be taken into the competition area. Continued on next slide

  10. Note: Meet management shall identify an area for video viewing that does not interfere with the ongoing competition. Crossing the track, under the supervision of an official, to confer with an athlete s coach after the scheduled start time of the first running event not part of a Combined Event.

  11. Indoor Rule 6, Section 4, Articles 4 and 5c Outdoor Rule 14, Section 4, Articles 4 and 5c Cross Country Rule 22, Section 3, Article 4 Commemorative or memorial patches are allowed on uniforms. Not all team members are required to wear the patch but the patch must be identical for all team members wearing it. The Patch can be no greater than 2 square inches, and create no safety hazard. Language added to allowing jumping event competitors to wear their bib on either the back or front.

  12. Indoor Rule 7, Section 9, Article 6j For indoor T&F, increases the number of allowable competitors in the 3000m from 16 to 20 in order to be contested as a timed-section final.

  13. Indoor Rule 8, Section 1, Article 4f Outdoor Rule 16, Section 1, Article 4f Indoor language added stating Warm-up approaches, in all jumping events, shall only be run in the direction the event will be conducted. Outdoor language reflects the above change with the addition of the Javelin throw.

  14. Indoor Rule 8, Section 1, Article 10 Outdoor Rule 16, Section 4, Article 10 The following language added (alternate procedure allowing minimum distance removed) When measuring the throwing events or horizontal jumps, the measurement shall be immediate after each valid trial or immediate oral protest. In the case of an oral protest, the mark shall be recorded on a separate sheet until the protest is resolved. The mark in the landing area, for each attempt, shall be preserved until removal is authorized by the Chief Judge for the event.

  15. Indoor Rule 8, Section 1, Article 14 Outdoor Rule 16, Section 1, Article 15 Regarding safety during field event warm-ups, the rules now state that an official shall be present. That language is changed from should .

  16. Indoor Rule 8, Section 3. Pole Vault, Article 2 Outdoor Rule 16, Section 3. Pole Vault, Article 2 Language added stating A legal pole vault is one in which a competitor takes off by planting a pole in the vaulting box.

  17. Indoor Rule 8, Section 4, Article 4c Outdoor Rule 16, Section 4, Article 4c Clarifies that it is a foul in the horizontal jumps if In attempting a jump, takes off outside of the runway whether beyond or before the takeoff board

  18. Indoor Rule 8, Section 5, Article 2c and Section 6, Article 2c Outdoor Rule 16, Section 5, Article 2c and Section 6, Article 2c In the shot put, discus throw, hammer and weight throw, it shall be a foul if, after entering the circle and starting the throw or put, the competitor touches with any part of the body, before the implement hits the ground: In the front half of the circle, any surface area outside of the circle s metal band, except the inside surface.Any surface of the metal band except the inside surface. 1 ) 2) In the back half of the circle, any surface area outside of the top of the circle s metal band. Any surface of the stopboard except its inside surface, or 3) Shot Put Only: Any surface outside of the top of the stopboard except its inside surface The area outside thecircle;

  19. Cross Country Rule 21, Section 6, Article 3b,c,d Clarifies that teams starting with 5 or more runners but finishing with less than 5 should be eliminated from scoring. They are to be listed as DNF in the results alphabetically with other such teams.
