Dynamic breeding policy & action plan
Dynamic breeding policy should cover :demand of milk,
requirement of draught animal power for  agricultural and
transportation purpose, need to conserve breeds & breeding tracts,
farming system, Production environment & availability of  inputs as
well as marketing channels
Action plan: Study of areas not covered by AI to obtain clear picture
of Natural mating system for phasing out of scrub bulls, sourcing
quality bulls of each category/genetic makeup, production of

The National Programme for Bovine Breeding and Dairy Development (NPBBDD) is a Government of India funded project aimed at enhancing bovine breeding and dairy development in the country. It consists of two components: National Plan for Bovine Breeding (NPBB) and National Plan for Dairy Development (NPDD). The objectives include promoting quality artificial insemination services, conserving indigenous bovine breeds, strengthening milk production infrastructure, and increasing milk production. The program aims to establish MAITRI technicians, organize dairy cooperatives, create chilling and processing capacities, and conserve genetic diversity of cattle and buffalo.
