  3. 1. BACKGROUND 1. The PESP funding is structured according to the NAC's mandate and funding criteria and be in line with redress and transformation imperatives of the NAC. 2. PESP 3 aims to provide an economic stimulus to support sector initiatives that create jobs in the creative and cultural sectors through an open call for proposals. 3. The Department would further like to see a multiplier effect in employment creation opportunities beyond the sector itself. 4. This forms part of the Government s intervention to re-activate the sector to economic recovery and reconstruction (Economic Recovery and Reconstruction Plan ERRP), post the COVID-19 pandemic devastation.

FUNDING GUIDELINES Individual applications are for a single applicant who is undertaking a project. - This is meant to benefit individual arts practitioners, for example, composers, directors (theatre), choreographers, etc. - In cases where several people are working collaboratively on a project, one member of the group should take the lead in applying. - All applicants must be South African citizens and over 18 years of age - All projects must be implemented in South Africa, continent and abroad - Individuals are requested to propose projects that are aimed at stimulating the broad arts and culture sector - Applications from individuals departments and entities will not be accepted. - Individuals under the Government Expanded Public Works Programme (EPWP) and Internships/Learnerships will be eligible to apply. ELIGIBILITY Individuals Eligibility for funding will be common across NAC Project Funding and PESP 3 Funding Call working for government

  7. 3.ELIGIBILITY Organisations / Institutions Applications from formally registered organisations / groups and institutions are acceptable, creative and cultural practitioners and formally registered institutions and organisations in the creative and cultural sector. - All applicants must be South African citizens and over 18 years of age. - All projects must be implemented in South Africa, continent and abroad - Registered arts organisations are requested to propose projects that are aimed at stimulating the broad arts and culture sector - Applications from individuals working for government departments and entities will not be accepted. - Individuals under the Government Programme (EPWP) and Internships/Learnerships will be eligible to apply.   8. 4. COMPLIANCE REQUIREMENTS 4. COMPLIANCE REQUIREMENTS Individuals Certified copy of SA ID (not older than 12 months). - Confirmation of bank details (NB: Bank statement/bank letter must have the name of applicant) on the letterhead of the bank. - Full Curriculum Vitae of the applicant. - Examples of your previous work or involvement in the chosen field of the arts in the form of photographs, brochures, or other published/printed materials. However, new entrants, with new creative ideas do not need previous experience, as their work will be judged on artistic merit. - 2 reference letters from arts organisations, artists and/or community leaders (including their full address and contact details) validating your work or involvement in the sector (not older than 18 months), to be dated and signed.

  9. 5. COMPLIANCE REQUIREMENTS 5. COMPLIANCE REQUIREMENTS Organisations - Certified copy of SA ID (not older than 12 months) of one office bearers of the organisation. - Confirmation of bank details (NB: Bank statement/bank letter must have the name of applicant) on the letterhead of the bank. - Copy of the organisation s registration certificate. - Full Curriculum Vitae of the applicant specifying relevant experience in the arts or your involvement in the chosen field of the arts/ and one from another (Senior) office bearer. - Examples of your organisation s previous works or involvement in the chosen field of the arts in the form of photographs, brochures, or other published/printed materials. New entrants in the sector, with creative ideas do not need previous experience, as their work will be judged on artistic merit. - 2 reference letters (signed and dated) from other arts organisations, artists and/or community leaders (including their full address and contact details) validating your work or involvement in the sector (Not older than 18 months).

EXCLUSIONS Architecture Church choirs General magazines Novice writers applying for publishing Infrastructure costs Interior design Music arrangement of other persons work without permission Personal commissions and commissions by other institutions Purchasing of books Purchasing of equipment/acquisition of musical instruments and stage equipment Running costs, not associated with the project being applied for Seed funding Vanity press/publishing Writing in other subjects that are not of creative writing genre Categories of projects not funded through NAC Project Funding and PESP

  11. 7. GENERAL 7. GENERAL General rules - Not more than one project per beneficiary can be funded. -Applicants can only be funded once per financial year as per NAC Regulations (1999)* However, applicants approved for NAC project funding may also apply for PESP 3 (The funding programme provided by the Presidency to stimulate the economy and the sector). - New entrants, with new creative ideas do not need previous experience, as their work will be judged simply on merit. -Only one application will be supported from both a natural person (individual) or a juristic person (organisation/company). The lead applicant of an organisation application cannot apply as an individual applicant. Applicants must apply online through the Grants Management System on https://nac.praxisgms.co.za/ -Manual applications will also be made available via email (info@nac.org.za)/ or call 087 700 0683 or from NAC offices for applicants who lack resources to apply through GMS. These applicants will be required to sign a register when delivering manual applications. Late submissions post the deadline date and time will not be accepted. -The requirement for valid tax clearance certificate and audited financial statements at the time of submitting an application has been removed from the compliance requirement list and PESP3. -Once funded, a valid tax clearance certificate remains a requirement before entering into a contract with the NAC

SELECTED DISCIPLINES PESP 3 SELECTED FUNDING DISCIPLINES Included but not limited to: Animation design and multimedia design Art teaching at community level Arts and culture related publications Community outreach projects Creation of new works/products, e.g., ceramics, pottery, wood carving, embroidery, applique, tapestry, weaving and textile design, new choreographic works, scriptwriting for theatre, photography, music recordings Creative writing (writing and research grants, including autobiographies / biographies, novels, short stories, drama book, folklore/storytelling, poetry and children s literature) Dance performances Exhibitions Fashion design with a cultural element Craft Dance Literature Multidiscipline Music Theatre Visual arts

SELECTED DISCIPLINES PESP 3 SELECTED FUNDING DISCIPLINES Included but not limited to: Festivals, including literary festivals/book fairs (these will be considered only if they have a community participation component) Music concerts Musical theatre Public art Publishing subsidies for book publishing houses Puppetry Research for script development for theatre Residencies (in SA only) Self-publishing by established authors Storytelling Theatre productions Any other arts related activities that can demonstrate the creation of work opportunities and economic stimulus. Craft Dance Literature Multidiscipline Music Theatre Visual arts

  14. 9. FUNDING THRESHOLDS 9. FUNDING THRESHOLDS FUNDING THRESHOL DS / LIMITATI ONS -Allocations of R3 million (at least 200 job opportunities including number of artists to be employed, national footprint, capacity building, audience development, focus on youth participation inclusion of vulnerable groups) Venues (institutions): R2 million (at least 120 job opportunities including number of artists to be employed, capacity building, audience development focus and bias on marginalised arts and vulnerable groups) Other projects: R1 million ( Number of jobs not to be prescriptive based on the merit of the project at the discretion of panel members, focus on youth as beneficiaries) -Applications requesting more than the maximum allocation budget as indicated above will not be considered -No minimum amount set -The maximum period for which funding may be requested is five (5) months. -All projects must be concluded by 31 March 2023

  15. 9.REPORTING REQUIREMENTS PESP 3 REPORTING REQUIREMENTS Financial reports required: - Funding Allocation up to R200 000- Project income and expenditure report with proof of expenditure Funding allocation for R201 000 R999 000 Project Financial statements signed of by a registered accountant Funding allocation from 1 million to R1.99 million- Project annual financial statements signed off by a registered accountant R2 million to R3 million Project Audited financial statements signed off by a chartered accountant - - -

PESP ASSESSMENT ASSESSMENT CRITERIA CRITERIA Assessment Criteria Explanation Scoring -A proposal demonstrating artistic merit -Ability to implement project through digital arts (where applicable) -Demonstrating access to markets, audience development, community reach, and economic spin-offs -The project strives towards a transformed arts and culture sector through increased employment opportunities for vulnerable groups. -Showcasing of South Africa s cultures including indigenous artforms and showcasing of marginalised artforms 1.Artistic merit and innovation Out of 10 2.Ability to transform the sector Out of 10
