National Cyclone Risk Mitigation Project (NCRMP) Objective: Reduce cyclone risk and vulnerability in the coastal areas, Develop an effective Early Warning Dissemination System to ensure last mile connectivity, Construct Cyclone Risk Mitigation Infrastructure, Build capacity of the coastal communities for risk mitigation. Phase II (Goa, Gujarat, Karnataka, Kerala, Maharashtra, West Bengal): Commenced July 2015; Outlay:Rs 2361.35 Cr.; closure stipulated by 31st March, 2020. Components:A: EWDS; B: Cyclone Risk Mitigation Infrastructure; C: Technical Assistance for Risk Mitigation & Capacity Building ; D: Project Management & Implementation Support for PMU(NDMA) and SPIUs 2

  4. Knowledge Partners Knowledge Partners/TPQ Agencies TCIL : Goa, Maharashtra, Karnataka & Kerala PwC : West Bengal Gujarat being assisted by KPMG(their PMC) but need to engage an exclusive Knowledge Partner/TPQA 4

  5. EWDS Goa Survey/Technology Options firmed up RFP/Bid Documents shall be ready by Aug. 2018. Maharashtra Survey completed in 4 out of 7 districts, Tech option by Aug, 2018. Kerala Survey completed in 7 out of 9 districts, Tech. option by Aug, 2018. Bid document to be finalised by Sep, 18 Karnataka Survey completed. Tech. option by mid of August, 2018 followed by bid document. Gujarat RFP being revised to optimise cost. West Bengal Survey under progress. Tech option finalisation by Aug.2018. Bid documents by October, 2018 Commissioning 9-12 months post-award 5

  6. Agenda II Progress of Cyclone Risk Mitigation Infrastructure 6

Progress CRMI GUJARAT MPCS(100 No.): 22 completed; 46 under construction; 9 tenders under award process, 18 re-tendered & 5 re-tenders to be initiated Road (157 km) : 90 km completed 67 km under construction. Underground Cabling (430 Km): EIA/SIA study given clearance by World Bank Tender by 1st week of Aug. 2018.

  8. Progress CRMI WEST BENGAL MPCS (146nos.): 6 MPCS completed Work in progress in 140 MPCS out of which 33 at finishing stage. Underground Cabling (516 Km): Tenders for Digha city finalized Tender for one package awarded work under progress. Other package at rebidding stage. 8

  9. Progress CRMI KARNATAKA MPCS (11Nos.): 7 MPCS under construction. Tender floated for remaining 4 sites. Roads (48 Kms): 45km under construction - 3 Km dropped Bridges (2): Structural Design finalised EIA/SIA completed & approved by World Bank Revised DPR to be finalised accordingly. Saline Embankment (7 Km): Revised design for Manikatte Saline Embankment under review with SPIU for compliance of observations of World Bank. EIA/SIA completed & submitted to World Bank. 9

Progress CRMI Goa MPCS (14 No.) : 10 MPCS under construction 3 tenders to be floated by December, 2018 1 more to be taken up thereafter Road(30 Kms) : Dropped keeping in view sufficiency of existing network. Saline Embankment 7 kms) : Design finalized. DPR incorporating EIA/SIA report to be revised by SPIU. Tenders to be issued by October/November, 2018 Underground Cabling (98 Km) : Site identified at Anjuna Beach. DPR incorporating EIA/SIA study under review with World Bank.

  11. Progress CRMI MAHARASHTRA MPCS (13 No.) : DPR for Saitwade finalised and tender to be issued by 1st week of Aug 2018 Tenders for 10 sites by mid of August, 2018 2 sites under consideration. Saline Embankment (50 Km) : Design for 8 saline embankments finalised Tenders to be floated by August- October, 2018 Underground Cabling (461 Km) : Tenders floated for Alibagh Town on 30.07.2018. Tenders for Ratnagiri and Satpati by Aug, 2018. 11

  12. Progress CRMI KERALA MPCS (21 No.): Tender for 1 MPCS(Mararikulam)issued on 23rd June, 2018 Tenders for remaining 20 MPCS to be floated during August- October 2018 12

  13. Agenda III Implementation Status of Capacity Building and Shelter Level Training 13

  14. Shelter level trainings (SLT): Shelter Management & Record Keeping First Aid Search & Rescue Capacity building training(CBT) for Government Officials: Developed Training Modules of five priority sectors are being implemented through various agencies/institutes identified by SPIU s. 14

  15. Component C Goa: SLT & CBT yet to start 0.16 Cr released for trainings Gujarat: SLT on CSMMC orientation and Search & Rescue are being conducted. CBT to start from December 2018. Yet to share training schedule. 1.67 Cr released for trainings Karnataka SLT yet to start. CBT shall start from August, 2018 0.16 Cr released for trainings. 15

  16. Component C Kerala SLT yet to start. CBT started from April, 2018. 1.49 Cr released for trainings Maharashtra SLT yet to start. CBT yet to start. Yet to share training schedule. 1.25 Cr released for trainings West Bengal SLT on management of shelters, Search & Rescue, First Aid and other activities are being conducted since June, 2018. CBT yet to start. Yet to share training schedule. 0.40 Cr released for trainings 16

  17. Phase II Technical Assistance/Studies under Component C II. Multi Hazard Risk Assessment (MHRA) Study Probabilistic modelling improvement over Web Based Composite Risk Atlas (CRA) Phase I Work awarded to RMSI, Inception report received. III. National Seismic Risk Mitigation Program (NSRMP) 8 States Uttarakhand, HP, Bihar, Assam, Meghalaya, Manipur, Tripura, J&K Shortlisting (pursuant to EoIs) done RFP/Bids invited, pre bid meeting done, opening of bids on 10th Aug 2018. IV . Benefit Monitoring & Evaluation (BME) of Phase II Bids under evaluation V. Hydro-meteorological Resilience Action Plan (HMRAP) ToR under finalization. 17

  19. Gujarat 22 MPCS completed in Gujarat. Bylaws formed and CSMMC constituted for 22 MPCS Handing over done for 4 MPCS Corpus fund not sanctioned yet. West Bengal Bylaws framed but CSMMC not constituted . Corpus Fund @ 5Lakh sanctioned for all 146 MPCS. Fund yet to be released. Society registration in progress. In rest of the states MPCS are in different stages of construction, States to expedite formation of CSMMC and sanction of Corpus Fund. 19
