Monitoring Progress of SDG-3 Health Dashboard in India
In India, the Ministry of Health & Family Welfare is actively monitoring the progress of Sustainable Development Goal 3 (SDG-3) through the SDG Health Dashboard. The dashboard facilitates tracking of 73 health indicators, involving various stakeholder ministries. The National Task Force on SDG-3 oversees the monitoring framework, with the Ministry updating data on 45 indicators. The SDG Health Dashboard aims to ensure healthy lives and well-being for all ages, aligning with the interconnected nature of SDGs. States/UTs are also developing their own frameworks to contribute to national progress in health outcomes.

Monitoring of SDG Health The MoHFW constituted National Task Force on SDG-3 under Chairmanship of Secretary (HFW) on 21.11.2016 to discuss Draft Monitoring Framework and Template on SDG-3. It has since been reconstituted in January, 2020 involving all the stakeholder Ministries. 73 Health related indicators in Health Indicator Framework (HIF) finalised in August, 2017 including mortality and other indicators assigned to other Ministries which have impact on the Health Sector. Subsequently Cabinet has approved the National Indicator Framework (NIF) for monitoring of SDGs and MoHFW is mandated to update periodically data and meta data on 45 indicators. Besides, there are 28 other major indicators including remaining indicators on SDG-3, data on which is to be sourced from other agencies for monitoring progress on SDG-Health.
MoHFW is Nodal Ministry for Implementation of SDG-3 for NIF SDG -3 has got 13 Targets and 43 indicators MoHFW is the data source for 45 indicators under SDG 1, 2, 3 , 5, 6, and 7 of NIF
SDG Health Dashboard Web based interactive SDG-Health Monitoring Dashboard developed in consultation with stakeholders. WHO provided the technological and financial assistance. The Dashboard aims to enable users to store, manage, visualize, explore, monitor and report the National and State level progress of 73 identified indicators of HIF. Four broad thematic areas: (1) Reproductive, maternal, newborn, child, adolescent health (RMNCAH), (2) Communicable diseases (3) Non-communicable diseases & (4) Health Systems. Statistics Division (DoHFW) co-ordinates with MoS&PI & all the data source agencies for updation of data and meta data on this Dashboard as per NIF on real time basis. Standard Operating Procedure (SOP) for SDG Dashboard defines roles of users and mechanism for validation of data. Since Health cannot operate in silos, so is SDG 3 goal. It has inter-linkages with other SDGs.
State SDG Health Dashboards States/UTs being facilitated to develop State Indicator Framework(SIF). The SDG Health Dashboard will be platform for States/UTs to populate data for State Indicator Framework. All the States/UTs have nominated State Nodal Officer for SDG-3 who will be oriented for the next plan of action. SDG Cell is proposed at NHSRC to follow up with NITI Aayog & States/UTs on State Indicator Framework. There is scope of improving the Framework by adding/deleting indicators with improvement in Statistical System. States also to come up with their own State Level SDG Heath Dashboards.
How to use SDG Health Dashboard The Dashboard is fully ready with all the latest data updates. SDG performance can be visualized through various state-of-art statistical and visualization methods in the form of graphs, thematic map across different time periods and stratifiers. Dashboard functionality facilitates users to view individual indicator performance, composite score ranking, delta ranking across two time periods, trends, correlations, temporal & spatial distribution. Enables policy makers, programme implementors and other relevant stakeholders to view, monitor and analyze the health indicators performance of India and its States towards achieving SDG goals by 2030.
