Energy Savings Assistance Program PU Code Section 2790 requires the CPUC to provide energy efficiency services to qualifying low-income households. Energy Savings Assistance Program (contd) 2018 MULTIFAMILY UPDATES SPOC: All IOUs have SPOC facilitation at this time. Common Areas: All IOUs beginning to implement their Common Area Measures Initiative Implementation Plans in 2018. PG&E: As of 1/31/2019, PG&E has enrolled and audited 55 buildings (5 properties). PG&E is enrolling 4 projects in February 2019 with 100+ units (3 in SF and 1 in Sacramento) in coordination with TCAC. Income verification is complete at all 4 locations and site visits will be completed in early March. SCE: SCE (As of 1/31/19): MF CAM is active and authorized contractors have begun efforts to offer the ESA Program for both common area and dwelling to MF properties, including TCAC projects (approximately 60 within SCE service territory). SoCalGas: Completed first 127 unit CAM project in the city of Santa Ana. Completed an RFP for an 1,100 unit project in LA. Issued an RFP for a 358 unit project in Rancho Cucamonga. These 2 projects will be completed in 2019. Upon completion of all 3 projects SoCalGas will have spent approximately 9.5% of the allocated budget. SDG&E: In September of 2018, SDG&E finalized its contract with it s ESA CAM vendor. The months of October and November were spent establishing processes and procedures and marketing the program to possible eligible properties. In December of 2018, SDG&E s MF CAM implementor assessed one multifamily property. In January of 2019, SDG&E s MF CAM implementor assessed four more properties and expects to begin installation projects in the first quarter of 2019. ENERGY EDUCATION The statewide Energy Education Workbook has been finalized and IOUs are in the process of rolling out to outreach contractors. sce_logo 4
Energy Savings Assistance Program (contd) Tribal Activities Federally- Recognized Tribes IOU Activities January 4, 2019, PG&E's Tribal consultation plan as proposed in the Mid-Cycle Advice Letter, was approved. The focus is on 11 tribes based on highest poverty and lowest penetration levels. PG&E has made contact with all 11 tribes, held in-person meetings with several of them and is scheduling time with the others. PG&E also completed a survey with contractors who have worked with tribes to gather more insight on the barriers to participation. PG&E continues to work with Yurok tribal leadership and staff to test outreach and enrollment best practices, with the goal of conducting full home assessments beginning in April. In addition, PG&E has met with 5 other federally recognized tribes and 3 non-federally recognized tribes to promote low income assistance programs, probe for barriers to participation and inquire about best practices for awareness and enrollment. Concluded ESA implementation for the Timbisha Shoshone tribe in Death Valley on 1/28/19. In the process of obtaining a signed Income verification letter and Owner s Authorization Form from housing administrator at Bridgeport Indian Colony. Implementation at Bridgeport is expected Q1-Q2, weather permitting. On 2/13/19, Environmental Director at the Benton Paiute reservation, contacted SCE to move forward with implementation and is in the process of gathering the required documentation. A call is scheduled for 2/21/19 with tribal administrator at Bishop Paiute, to review ESA participation requirements and process. PG&E 51 sce_logo SCE 12 Sponsored Celebrating All Life & Creation Pow Wow in West Hollywood, Redbird s 18th Annual Children of Many Colors Pow Wow in Moorpark, 12th Annual Native American Heritage Month Community Pow Wow in El Monte, Santa Fe Springs Pow Wow 2018, Native American Veteran s Association 17th Annual Veterans Appreciation and Heritage Pow Wow in South Gate, Cal State Northridge Pow Wow and Raffle in Northridge, The Chiricahua Apache Mimbreno NDE Nation Pow Wow in Glendale, Rancho Los Amigos Pow Wow in Downey where an information booth was at the event with Customer Assistance Program information. Three meetings were held to build relationships in the community including participating in the Inter-Tribal Educational Collaborative (ITEC) monthly meetings, American Indian Chamber Expo 2018 in Rancho Mirage, and meeting with Development Director at United American Indian Involvement center to discuss further involvement and coordination with Native American tribes within SoCalGas territory. Additional follow-up and meetings are scheduled in 2019 along with participation in events and continuing work with ITEC. Our partner, Southern California American Indian Resource Center (SCAIR) hosted 2 events in October where SDG&E had a booth with Customer Assistance Program information. SDG&E also participated in their annual Howka Program event in Nov. and Dec. Annually, SCAIR provides over 500 food boxes to families enrolled on the Howka Program during November and December. SDG&E also presented to the Southern California Tribal Chairmen s Association El Cajon office staff about the Customer Assistance Programs available.
