Legislative Context California Education Code (EC) sections 51470 51474 authorized the California Department of Education (CDE) and the State Superintendent of Public Instruction to develop statewide criteria to award a State Seal of Civic Engagement (SSCE) to eligible students in 2017. The State Board of Education (SBE) adopted statewide criteria and implementation guidance in September 2020. Organizational partners began supporting local educational agencies (LEAs) to develop criteria and design pathways for students to earn the SSCE in October 2020. 2

  5. General Process Identify Team and Develop Board Resolution Develop and Adopt Local Criteria Design and Implement Programming Components Request Insignias from the CDE and Distribute to Students

Identify Team Create implementation teams to outline and coordinate plans for developing criteria, policies, and procedures to earn the SSCE: - County, district, and site leadership - Elementary and secondary educators representing a variety of subjects and sites (traditional, magnet or charter, continuation, alternative education) - Students - Community representatives and local officials Include elementary and middle school representatives to develop pathways. 6

Develop Board Resolution Develop a county, district, or independent charter site board resolution supporting the statewide SSCE criteria with the intent to design a process for students to earn the SSCE locally. Consider including Local Control and Accountability Plan language to support funding to support civic engagement opportunities for students.

  8. Develop and Adopt Local Criteria To earn a SSCE, students must meet all five statewide criteria adopted by the SBE. LEAs should: Determine if they will adopt the statewide criteria, or develop criteria specific to the local context. Secure adoption of the criteria by the local governing board. Develop processes by which students can fulfill the locally- adopted criteria to earn a SSCE. Request and distribute insignias to students each spring.

  9. Considerations for Criterion 1 Be engaged in academic work in a productive way. Questions What coursework should students complete? To Consider Developing List of courses and other requirements What role will grades play? Pathways of course options (elementary through secondary) How do Advanced Placement or International Baccalaureate programs factor in? Letter to parents describing the program How can students who are English Learners, homeless, in foster care, incarcerated, and/or in alternative school settings demonstrate? Communication with instructors of courses impacted by the SSCE

Considerations for Criterion 2 Demonstrate a competent understanding of United States and California constitutions; functions and governance of local governments; tribal government structures and organizations; the role of the citizen in a constitutional democracy; and democratic principles, concepts, and processes. Questions To Consider Developing How to demonstrate a competent understanding? assessments (multiple choice, short answer, performance-or-task-based) Formative and/or summative What formal and/or informal assessments will be used? Capstone project instructions, rubrics Will coursework include experiential learning opportunities? Communications with teachers Access to professional development and civic learning resources

Considerations for Criterion 3 Participate in one or more informed civic engagement project(s) that address real-world problems and require students to identify and inquire into civic needs or problems, consider varied responses, take action, and reflect on efforts. Questions What activities demonstrate civic engagement To Consider Developing Lists of volunteer or service options and community organizations How to provide access to engagement projects? If service-learning, documents that link the content learning to the civic engagement activity How to utilize community partnerships? Tools to track quality and quantity of civic engagement How can teachers guide students through an engagement project?

  12. Considerations for Criterion 4 Demonstrate civic knowledge, skills, and dispositions through self-reflection. Questions To Consider Developing How can students from a variety of backgrounds best demonstrate their civic engagement experience: what they learned about the issue, about themselves, and what they can continue to do to create deeper or more lasting change? Instructions on different ways for students to reflect upon their experience (writing, video, project, presentation, etc.) Rubrics and templates Student samples and testimonials Opportunities for students to showcase their experience

  13. Considerations for Criterion 5 Exhibit character traits that reflect civic-mindedness and a commitment to positively impact the classroom, school, community and/or society. Questions To Consider Developing What character traits best reflect this criteria? Rubrics Instructions for recommenders How will those be measured? Sample recommendations Support for speakers of languages other than English How will that information be demonstrated to the student?

Suggested Record Keeping Locally-adopted criteria and student tracking records Names of students who earned a SSCE and information on those who applied for, but did not receive, a SSCE (if applicable) Site staff leads or advisors Identified community partners Number of insignias requested and distributed each year, broken into categories: high school diplomas, General Educational Development (GED) certificates, Certificates of Completion, and grade eleven or twelve transcripts Pathway agreements (elementary, middle, high school) Timeline or list of activities Student applications Summary of evidence submitted by students to verify eligibility 16

Requesting Seals A school district, county office of education, or direct- funded charter school must submit the number of eligible students to the CDE on the Insignia Request Form in order to receive seals. The insignia Request Form is available on the CDE SSCE web page at https://www.cde.ca.gov/ci/pl/hssstateseal.asp. No deadline; requests are processed on an ongoing basis. Allow at least four weeks to process order, mail seals, and locally affix seals to diplomas, certificates, or transcripts. 17

  19. Data Reporting Data relating to SSCE award distribution is not required through statewide data reporting systems. The CDE will capture data through the ordering process: - Total number of insignias requested by LEAs each year - Quantity of that total that is expected to be affixed to diplomas, transcripts, or other qualified certificates CDE will publish that data in a spreadsheet on the SSCE web page annually. 19
