What is driving current crime trends: Residual Impacts of COVID Pandemic on Criminal Justice System Limited booking at County Jail. Congregate care occupancy limitations No booking of non-violent crimes. Car theft, Commercial Burglary, and Residential Burglary either released at scene of arrest or booked for a lesser misdemeanor at tribal jail under contract with City of Lacey Criminal Courts have limited capacity due to (COVID) spacing requirements, over 1500 criminal cases were pending review for prosecution. Criminals not being held accountable has empowered and emboldened them to continue to commit crimes. Legislative Reform: Highly Restrictive Pursuits Laws Police can only pursuit under extremely limited circumstances. This has resulted in Criminals fleeing in vehicles knowing they cannot be chased, Increased vehicle theft Criminals driving more aggressively knowing they cannot be stopped Lawlessness feeds more lawlessness. Post Blake, Narcotics Possession Law, (due to sunset July 2023) 2 LE referrals, 2 Prosecution Deferrals, simple misdemeanor (No central database) 14
