THE PROCESS ON ADOPTION OF TECHNICAL REGULATIONS (3) 1. Study demand and ability: +Actual requirements of motor vehicle management + Requirements from others +Ability for applying in fact 2. Propose annually plan: + Choosing suitable items + Making annually proposal plan for adoption + Submitting to MOT 3.Approve proposal plan: +Approving proposal plan by MOT +Assigning duties to concerned body Dedicated to Safety and Environment Protection
THE PROCESS ON ADOPTION OF TECHNICAL REGULATIONS (4) 4. Draft regulation: + Drafting regulation (Draft 1) based on ECE + Internal Meetings + Submitting Draft 1 to MOT 5. Organize meetings: + Meetings are organized by MOT for considering the Draft 1 + Meeting participants are also decided by MOT + Comments are considered to correct Draft 1 6. Publish draft of regulation: + Parallel with meetings, the draft will be published on the official website of MOT + The feedbacks will be collected and considered Dedicated to Safety and Environment Protection
THE PROCESS ON ADOPTION OF TECHNICAL REGULATIONS (5) 7. Comment and Suggest: + Comments from related body + Comments from ManufacturersAssociation + Comments from others 8. Make Draft 2 + Considering comments and suggestion + Making Draft 2 + Submitting Draft 2 to MOT 9. Review Draft 2: + Reviewing Draft 2 will be performed by MOT + Commenting if any Dedicated to Safety and Environment Protection
THE PROCESS ON ADOPTION OF TECHNICAL REGULATIONS (6) 10. Comment for final: + Draft 2 will be submited to MOSTE for final comments + Comments if any will be considered to correct Draft 2 11. Sign and Issue + The regulation will be signed by Minister of MOT + Issuing regulation + Enforced date will normally follow formula 2+2 from issue date. In some special cases, enforced time may be shorter. 12. Publish the regulation: + Publication of the regulation on the Government Portal is required Dedicated to Safety and Environment Protection
