Some specificities of SMR Limited footprint and low power nuclear installations o Risks are reduced and safety relies on more passive systems o Potentially low radiological consequences impact on target identification and risk of sabotage Affordable nuclear power generation o Implementation of traditional nuclear power plants is a very costly investment SMR should aim to provide an alternative Keep reliable the economic model of SMR; for example, size of onsite security response forces

Importance of security by design Security aspects should be considered, as early as possible, in an integrated manner with other issues (business model, nuclear safety, operating constraints ) from the design phase of the installation / transport o Other aspects can be significantly affected by /affect nuclear security o Better security results o Cheaper solutions and sustainability

Importance of security by design How ?: combination of: an intrinsically secured design: inherent features that contribute to a better secured installation - limiting the category of nuclear materials necessary - choose technologies that are less easy to sabotage - reduce potential radiological source - passive operating early identification of physical protection requirements ( extrinsic features) - potential for synergies: underground facility - limit of access

Take into consideration national legislative & regulatory obligations National expectations Designers International framework Have a good knowledge and understanding of L&R frameworks in target countries Legally binding (CPPNM) Non-legally binding (NSS) One issue may concern national DBT (protected information) National Authorization Process National framework Performance oriented and/or Prescriptive framework States Would additional or specific regulations be necessary to consider SMR? & DBT How could national DBT apply to SMR?

Anticipate for evolutions of the DBT Development of the DBT is a State responsibility However the threat changes over time o Need rooms for implementation of new features if needed to cope with new threats Challenge for SMR: limited operational footprint o Limit the number of potential targets Importance of an intrinsically secured design with regard to: external adversaries insiders

Conclusions Nuclear security must be applied, in a graded approach, to all nuclear facilities, including SMR Security by design allows for a more effective security strategy o Prevent the risk of being faced with a fait accompli Either the security feature will not cope the DBT in the best possible manner Or additional physical protection features may impact plant operation o Potential synergies between safety and security o Keep reliable the economic model of SMR Security by design of SMR is a challenge for designers but also for States
