APPROACH TO SERVICES
Housing First
An approach that centers on providing
individuals and families experiencing
homelessness with housing quickly and then
providing services as needed.
The immediate and primary focus is on
helping individuals and families quickly access
and sustain permanent housing regardless of
barriers such as mental illness and substance
abuse.
A variety of services such as case management
and life skills classes are delivered primarily
following a housing placement to promote
housing stability and individual well-being.

ONSITE HOUSING OPTIONS
Emergency
 
Shelter
Designed to provide individuals and
families experiencing homelessness with the
interim stability and support to successfully
move to and maintain permanent housing.
Emergency Shelter may be utilized for three
months with accompanying supportive
services.
Referred from Harford County Community
Action Agency (HCCAA).
Clients must receive a minimum of one face
to face visit per week.
Transitional
 
Housing
Designed to provide individuals and
families experiencing homelessness due to
fleeing domestic violence with the interim
stability and support to successfully move to
and maintain permanent housing. Transitional
Housing may be used to cover the cost of up
to 24 months of housing with accompanying
supportive services.
Referred from SARC.
Clients must receive a minimum of one face
to face visit per week.
RENTAL ASSISTANCE OPTIONS
Tenant Based Rental Assistance-TBRA
This family is potentially more stable,
employed and able to take over full rental
payments at the end of our subsidy.
Once receiving TBRA funds the family is no
longer considered homeless.
Income must be at or below 30% of HUD
guidelines in order to receive assistance
If income changes during the subsidy period
rent is recalculated.
The term of the lease must be at least one
year. Client may be eligible for an additional
year based on funding and eligibility but may
not exceed two years. The two-year period
begins on the first day of the lease and will
end upon termination of the lease.
The lease is between the landlord and the
client. Clients pay 30% percent of their income
and all utilities.
Security Deposits can be provided. 
Subsidies cannot be combined.
Client in this program must receive a
minimum of 2 visits per month; at least one
face to face and one phone call. 
RENTAL ASSISTANCE OPTIONS CONTINUED…
This person/family might be less stable from a start
up perspective and need assistance several different
areas.
Income must be at or below 30% of HUD guidelines
in order to receive assistance.
AH makes direct payments of a portion or all of a
client’s rental assistance for up to 24 months during
a three-year period.
 One-time
 
rental arrears payment can be made for
up to six months of rent in arrears.
Any combination of the above types of assistance
are eligible as long as the total amount of assistance
does not exceed 24 months.
Financial assistance funds may be used to pay
housing owners/ landlords, and utility companies
for  Rental Application fees. Security deposits-
 no more than the amount of two months’ rent ,
Last month’s rent- must not exceed one month’s rent,
Utility bill payment- no more than 24 months
assistance and up to six months of arrears per
utility service, Moving cost- truck rental, moving
company fees, or up to three months of storage
assistance.
Subsidies cannot be combined.
Client in this program must receive a minimum of

              Rapid Rehousing- RRH
RENTAL ASSISTANCE OPTIONS CONTINUED…
PERM I
These families must have a household
member with a diagnosed disability.
The lease is between Anna’s House and the
landlord. The program pays utilities.
However, client must pay rent.
PERM I does not have a rental term limits,
however, we do work on Future Housing
plans.
Client in this program must receive a
minimum of 2 visits per month; at least
one face to face and one phone call. 
PERM IV
These individuals/family must be chronically homeless
which means client must have a diagnosed disability and
have lived in a shelter, safe haven, or place not meant
for human habitation for 12 continuous months or for 4
separate occasions in the last three years (must total 12
months).
PERM IV individuals and families do not come through
the shelter, we place them based on their referral from
the HCCAA.
The lease is between Anna’s House and the Landlord.
The program pays utilities. However the client must pay
rent.
PERM IV does not have a rental term limits, however,
we do work on Future Housing plans.
Client in this program must receive a minimum of 2
