SDWIS Modernization System Highlights since June 25 Alternatives Analysis Community Update July 31 - State Board Members recommended Option 2, centralized cloud hosted system with outyears option for states to procure supplemental hosting of state specific User Interface and/or Database features August EPA Office of Water / Office of Mission Support conducted supplemental risk assessments (schedule, costs, delivery assurance, ) 5
SDWIS Modernization System Highlights from September 9th SDWIS Modernization Board meeting Parallel Path for SDWIS support for Lead and Copper Rule Revisions (LCRR) Short term basic support in SDWIS State Longer term support in SDWIS Modernization System EPA agreement with State Board Members recommendation for EPA to provide a centrally hosted system More information gathering to determine if COTS (Commercial Off The Shelf) software or EPA contractor custom developed software is best for providing the system 6
SDWIS Modernization System Integrated Project Team (OW, OMS) preparing a COTS (Commercial Off The Shelf) RFI package, with Board input Package will include key requirements documents Plan to release the RFI in late October/early November 2020 timeframe Community updates will be provided via EPA s All Things SDWIS calls Concurrent w/ RFI, DWPD IT Mission Support Contract RFP will occur Contract cover O&M, development, user support for slide 3 suite of systems Optional SDWIS Modernization System development task (using same requirements documents as the RFI) 7

SDWIS State: Update to 3.4 Update for security purposes completed in January was smooth and successful On time and on budget Testing by two states and one EPA region Also improved the performance of SDWIS State 19 Primacy Agencies in 3.4 Adoption issues minor: related to state hosting environment Contact & adoption tracking sheet
SDWIS State: SDWIS Bridge Previously known as GWRBridge, but will be altered to accommodate LCRR. Working name SDWIS Bridge Required update due to Flash retirement Update has been going well so far: on track to be completed and tested by end of CY2020 11
Implementation Plan for LCRR The Implementation Plan will consist of the following major components: 1. Review of the final LCRR 2. Create Data Entry Instructions 3. Detailed SDWIS Suite requirements gathering using final rule and DEI and completion of detailed requirements spreadsheet 4. For each application in SDWIS Suite to be updated the process will include the following: o Development o Internal Testing o User Testing o Implementation and training, including development of user guides
SDWIS Suite updates for LCRR SDWIS State Store any additional data elements required to be reported: Inventory (including Lead Service Lines) Event schedule activities Samples Violations SDWIS State to perform the necessary compliance determinations based on the LCRR and the DEI. SDWIS State to generate the new/updated violations using either existing SDWIS State compliance determination processes, or by using database stored procedures in conjunction with existing compliance determination processes. SDWIS Bridge Functionality to allow users to manage candidate compliance records for LCRR Functionality to allow users to better manage Compliance Schedule/Compliance Schedule Activities for all rules 13
SDWIS Suite updates for LCRR cont SDWIS Drinking Water Watch (DWW) Pages specific to LCRR to provide rule specific content for transparency and usability Consumer Confidence Report (CCR) generation SDWIS Compliance Monitoring Data Portal (CMDP) Additional data reporting related to samples and sample results Water Quality Parameter reporting to include any new components specified by LCRR or DEI SDWIS FedRep Extraction component to extract new/changed data elements Validation component to meet new data reporting requirements, including additional edit checks necessary for SDWIS-Free source data Update upload component to ensure new required reporting elements are successfully reported to SDWIS ODS Address known issues 14
SDWIS Suite updates for LCRR cont SDWIS ODS water systems utilizing the three-year domain SDWIS ODS to receive new required reporting data SDWIS ODS Extract to include LCRR data elements Modify Total Replacement Process of Inventory and Actions with regards SDWIS Federal Data Warehouse (SFDW) SFDW to extract and import new required reporting data Appropriate reports/matrices to include the new LCRR data 15
