  1. Chapter 225P-3(m) Hawaii Climate Change Commission Five Year Comprehensive Review Five Year Comprehensive Review To be submitted to the Governor, Legislature and Counties no later than twenty days prior to the convening of the regular session of 2023 and every five years thereafter.

  2. Comprehensive Review Contents: Ch. 225P-3(f) Policy direction, facilitation, coordination and planning among state and county agencies, federal agencies and other partners. Ch.225P-3(g) Strategies and goals to guide planning and implementation using latest scientific analysis and risk assessment to monitor and forecast climate change impacts. Ch. 225P-3(h) Identify vulnerable people, communities, industries, and potential economic impacts.

  3. Ch.225P-3(i) Identify existing climate change mitigation and adaptation efforts at federal, state and local levels and; Make recommendations for how to meet or exceed Hawaii s goals to minimize risk to people and environment. Ch. 225P-3(j) Assess existing resources and; Identify new sources of revenue to address climate change.

  4. Ch. 225P-3(k)- Track progress in implementing climate change efforts and submit an annual report to Governor and Legislature. Ch. 225P-3(l) - Maintain a website with mission statement, actions, plans , policies and results.

  5. First Step: Sea Level Rise Vulnerability Reports Ch. 225P-3(n) Develop SLR Reports and make public Dec 31, 2017. Identify major areas and expected impacts of SLR thru 2050. Identify economic ramifications of SLR. Identify federal laws, policies, and programs that impact SLR areas. Solicit public views and concerns. Coordinate with county, state, and federal agencies. Re-evaluate and update every five years.
