The Agency Plan is a comprehensive guide to GHA’s
policies, programs, operations and strategies for
meeting local housing needs and goals.
 
It consists of the following:
Admissions & Continued Occupancy Policy  (ACOP)
Housing Choice Voucher Program Administrative Plan (Admin Plan)
 
The Agency Plan is updated annually.

 Achieve and maintain High Performer Status in all corporate and
programmatic assessment systems annually.

Increase the supply of affordable housing within GHA’s service area by 500
units over the next 10 years.

Preserve and enhance the value of all existing assets and program
resources by 2% annually over the next 10 years.
 
4.
Create an environment that encourages self-sufficiency and enhances the
quality of life for residents annually.
 
5.
Ensure the fiscal integrity of GHA by exceeding ethical standards annually.

WAITING LISTS –
Section 5.2-E, 28.5-D Of the Admin Plan
Greensboro Housing Authority will maintain a separate waiting
list for those families living in GHA owned communities that will
be displaced due to Asset Repositioning programs. The Targeted
Program, Smith Homes families, and Emergency Housing
Voucher program will maintain separate waiting lists.

Section 5.3 of the Admin Plan
GHA will use its waiting list to select families that fall into
the specific targeted assistance categories. 
If GHA
 has
closed the housing choice voucher program waiting list, it
must reopen the waiting list to accept a FUP, Welfare-to-
Work, Shelter Plus, Designated Housing and Mainstream
applicant family who is not currently on GHA’s waiting
list. 
The Targeted Program, Smith Homes families, and
Emergency Housing Voucher program will maintain
separate waiting lists.

Section 5.4 of the ADMIN Plan
EHVs are tenant-based vouchers under Section 8(o) of the United States Housing Act of
1937.
Individual and Family Eligibility under the Qualifying Categories
In order to be eligible for an EHV, an individual or family must meet one of four eligibility
categories:
Homeless
At-risk of homelessness;
Fleeing or attempting to flee domestic violence, dating violence, sexual assault,
stalking, or human trafficking; and
Recently homeless, as determined by the Secretary, and for whom providing rental
assistance will prevent the family’s homelessness or having high risk of housing
instability.

Emergency Housing Vouchers (Cont’d)
Section 5.4 of the ADMIN Plan
 Recently homeless and for whom providing rental assistance
will prevent the family’s homelessness or having high risk of
housing instability. In general, the verification that the
individual or family meets one of these four eligibility
categories is conducted by the CoC or another partnering
agency that makes direct referrals to the PHA. The CoC or
other direct referral partner must provide supporting
documentation to the PHA of the referring agency’s
verification that the family meets one of the four eligible
categories for EHV assistance.

After September 30, 2023, a PHA may not
reissue any previously leased
EHV, regardless of when the assistance for the
formerly assisted family ends or ended.

Emergency Housing Voucher program will a maintain separate
waiting list.
The HCV program regulations at § 982.204(f) provide that a
PHA must use a single waiting list for admission to its HCV
program. It is possible that the number of applicants referred
by partnering agencies at a given time may exceed the EHVs
available for the PHA to issue to families. HUD recognizes that
requiring PHAs to utilize its existing HCV waiting list to
manage EHV referrals will create unnecessary administrative
burden, complications, and delay.
