  2. Notification In 2017 around 53K businesses notified the register that they had installed just under 1.2 million appliances. Over 1 million of these were central heating boilers Engineers have been notifying since 2005 and are very familiar with the process and the requirement. Over 70% of businesses on the register notify work. Most (65%) of these notifications are made via our own web site. Some (4%) are made over the phone Increasingly (31%) register warranty and notify via a manufacturers loyalty program. This is done on a web site or app that is linked to our own systems During a month businesses are nearly as likely to use a manufacturers site as they are to use ours to notify. 8.5% will use the phone

Benchmark Commissioning document completed at the same time as the appliance is installed Shares much of its key information with the notification certificate (address, consumer, appliance) Shares much of its key information with the manufacturers warranty and loyalty program (address, consumer, appliance) Requires the same validation of engineer registration and competence as notification Another piece of paper and process that the engineer needs to follow Can we complete it at the same time as notification ? Yes ! 3

Servicing Servicing Once the appliance has been commissioned and notified it needs to be regularly serviced by a registered engineer Ensures Consumer Gas Safety key remit of the register Ensures the appliance continues to work effectively Meets the requirement of the extended manufacturers warranty Requires the same validation as notification and relates to an appliance that should already be in the system Documents the work done by registered installers and provides a pool of appliances and homes that can be inspected by the register 4

Benchmark and Gas Safe Makes sense to link Benchmark Completion and Appliance Servicing to engineer registration and notification Checking the engineers details with the register ensures legal compliance and competency engineers and building regulations There is already one central system for notification of appliance installations This has the scale required to deal with the volume IT, People, Fulfillment, Processes all in place Adding new functionality and capacity to deliver the solution Likely to get a higher take up and acceptance if this becomes part of an existing process rather than yet another thing an engineer has to do after installing an appliance Supported by the HSE the owners of the register 5

Achievements Achievements so far so far Captured the requirements of the register, Benchmark , Manufacturers and the HSE Developed a proposal based on the functional, stakeholder and contractual requirements During this process key changes have been made to address concerns from various stakeholders and issues that have arisen: Payment and fulfilment of servicing records Separation between the register and benchmark systems Data Protection and GDPR Scope of the project and functional requirements But don t worry: The concept of Benchmark and Servicing notification remains the same We have simply adjusted how we get there It has taken a while .. But it s not that easy .. 6

Benchmark Declaration Benchmark Declaration Engineers notify work as normal via our website, contact centre or third party Additional step during notification Benchmark completion tick box Mandatory On screen messaging to users around the process and what they need to tell their customers Notification Certificate redesigned to include Benchmark confirmation and messaging Certificate printed and dispatched to the consumer in the normal manner No additional charge to the engineer Third Party Web Services updated to include tick box Completion is assumed for all bulk notifiers 7

Benchmark Declaration Benchmark Declaration Engineers search screens will be modified to indicate whether Benchmark has been completed or not Consideration given to: Notification of other appliances eg. Cookers Scotland where notification is not required Additional logic on complexity to the engineers portal and the printing process 8

Consumer Declaration Consumer Declaration Consumers need to give consent for the collection of servicing records and to provide their email address New area will allow them to claim their notification Sign posted via the notification certificate and other messaging Process information included to manufacturers paper work Benchmark completion information will still be available to manufacturers No marketing consent No email information Subject to ongoing GDPR discussions 9

Manufacturers Manufacturers Portal Portal New site not part of GSR and owned by HHIC Allows all participating manufacturers to view their own Benchmark data Portal style Manufacturers manage their own staff access Different levels of access (management, view) Search for Benchmark Completion certificates and Servicing records Download information for upload into internal systems Possible API Access to data HHIC/GSR provided with master login 10

Responsibilities Responsibilities HHIC Lead development from Industry perspective Contract with Capita DSS for delivery and support of the new system Agree data sharing license with HSE to extend past current GSR contract Capita DSS Delivery and support of new Benchmark systems Development of changes to current GSR website GSR Facilitate creation, delivery and support of the new processes Provide access to GSR portal and inspect notified work 11
