Purpose Ensure that organizations awarded funds under either NOFAs or contracts awarded by PIH are aware that the Community Compass NOFA is a new application process for awarding NAHASDA TA and PHA Receivership funds. 4
Office of Native American Programs Native American Housing Assistance and Self- Determination Act of 1996 (NAHASDA) Approximately $650M is appropriated each year by Congress to assist low-to middle income American Indians and Alaska Natives Funds are distributed to tribes or tribally designated housing entities (TDHEs) for proscribed uses 5
Office of Native American Programs Indian Housing Block Grant (IHBG) Appropriations Formula distribution to eligible recipients Formula is complex and contains many variables and weighted factors Formula developed in consultation through negotiated rulemaking with representatives of eligible recipients Native Hawaiian Housing Block Grant (NHHBG) Similar program to IHBG Recipient of NHHBG funds and technical assistance is the State Department of Hawaiian Homelands (DHHL) 6
Office of Native American Programs Until FY2014, NAHASDA TA funds were issued by separate NOFA NAHASDA TA funds now included in the department- wide Community Compass NOFA Organizations eligible to apply for TA funds under NAHASDA included in the Community Compass NOFA: National and regional organizations representing Native American housing interests Tribally designated housing entities Indian Tribes 7
Office of Native American Programs Types of technical assistance to be provided remain the same and include assisting tribes with: Construction Procurement Environmental Review Financial Management Indian Housing Plan/Annual Performance Report Crime Prevention Also include NAHASDA formula administration and negotiated rulemaking 8
Office of Field Operations (OFO) OFO provides monitoring and oversight for 3,948 Public Housing Agencies (PHA) 1.2 million public housing units 2.2 million housing choice vouchers Subset of PHAs are designated very high or high risk including some troubled or substandard performers 7 PHAs are currently under administrative receivership 9
Office of Field Operations (OFO) Technical Assistance Objectives: Ensure sustainability of operations and affordable housing for the community Improve deficiencies at PHAs in the following areas: Financial Management Physical Governance 10
Office of Field Operations (OFO) PIH participated in the FY13 OneCPD Plus NOFA Technical assistance includes assisting PHAs with: Creating and implementing strategies for development and asset repositioning Building capacity for effective program administration in various areas: HCV program/PH program Financial management Asset management Procurement Facilities management and capital planning 11
Office of Field Operations (OFO) Receivership TA includes many of the same activities listed previously Receiverships may also require intensive direct TA engagements: Assisting HUD receivers with recovery activities and managing day to day program operations at the PHA 12
