Outreach with Diversion Focused Practices Programs or initiatives, including safe parking programs, that implement the outreach standards and intentionally practice Diversion Diversion is not prevention. It is not for someone at-risk of becoming homeless. Diversion is for someone who is already experiencing homelessness. Diversion is an intentional problem solving conversation with people who have lost their housing to rapidly resolving someone s experience of homelessness and diverting them from the homeless response system Resolution Strategies funding is as a source of flexible funding to support households that may need financial support to resolve their episode of homelessness. Permanent Housing Programs or initiatives the support exits to permanent housing and implement a Housing First model Extended Rapid Rehousing New projects that offer at least 18-24 months of rapid rehousing Extend current RRH programs to offer at least 18-24 months of rapid rehousing Shared Housing Projects that support shared housing model Committed to working with consultants to implement model Increase Housing Stock Projects that add housing stock-new, acquisition and rehab Projects should establish new units within the contract period The Flexible Housing Pool is already funded.

  7. Housing Retention Programs or initiatives that ensure that previously unhoused clients are able to maintain stable housing after securing permanent housing. Important distinction is focusing on previously unhoused clients Housing retention is not solely a financial intervention Examples of Housing Retention activities Identifying immediate, short-term needs. Strategizing opportunities for stabilizing clients/tenants that are at risk of losing their housing. Working with clients to develop and manage budget plans. Providing training and referrals for education around financial wellness and life skills. Facilitating positive relationships with clients and landlords. Advocating and assisting clients in accessing community resources and support services to increase their housing stability. Connecting with other community services.

  8. People with Lived/Living Experience Projects or initiatives specific to organizations established by people with lived experience or directly support the development and or inclusion. Intended for organizations that focus on initiatives or programs specific to elevating people with lived experience of homelessness or lived expertise. This can include expanding leadership roles, decision making processes, etc. It can include proposals that address the Regional Plan priorities and designated activities It can be an organization established by someone with lived/living experience Up to 5% of available funding is carved out for these proposals.

  9. Addressing Racial Equity Projects or initiatives specific to the core principles of the Regional plan: Centering racial equity and social justice. Projects or initiatives specific to the CoC Action Plan: Addressing Homelessness Among Black San Diegans. Initiatives or projects that address supports the homeless system of care centering equity, addressing racial disparities, dismantling racist policies, and ensuring equitable response to those experiencing homelessness. Up to 5% of available funding is carved out for these proposals.

  10. Collaboration & Leveraging Funds RTFH encourages applicants to partner with smaller, grass roots organization; smaller cities; and other stakeholders, identifying funds and resources to be leveraged.

Required Documents Uploaded to ZoomGrants Project Budget Evidence of 501(c)3 Determination or Unit of Government Most Recent Independent Financial Audit (Waived for City/County Government Applicants and only required if asking for $250,000 or more) Diversity, Equity, & Inclusion (DEI) Statements Policy or Statement on how the organization engages with people with lived experiences, including stipends.
