Listening to the needs of libraries worldwide, the collaboration between Library of Congress, FOLIO, and EBSCO aims to improve data flow and accessibility through Linked Data aggregation. The initiative includes making BIBFRAME adoption easier, enhancing BIBFRAME editing functionality, and automating authority management processes. This partnership is geared towards transforming collections management and promoting industry-wide BIBFRAME adoption for libraries of all sizes.

Listening to libraries: what weve heard over the past few years (PCC led meetings, LD4, BIBFRAME Workshop in Europe, etc.) Libraries need systems that allow actionable data to flow from service to service. Libraries need to share, remix, and reuse their data in multiple contexts for different audiences. Making BIBFRAME adoption easier for ALL libraries uplifting libraries of all shapes and sizes In addition to adapting FOLIO to provide BIBFRAME-first functionality, EBSCO supports industry-wide BIBFRAME adoption and data exchange. As part of this strategy, EBSCO joined the Program for Cooperative Cataloging BIBFRAME Interoperability Group (BIG) as a consultant. EBSCO also works with thousands of other academic, public, and national libraries that are publishing BIBFRAME in 11 countries through BiblioGraph and the Library.Link Network. We partner with Google to share linked data that is integrated into: Google s Knowledge Graph (US, UK, Canada, Australia) Google Books (US, UK, Canada, Australia) The What to Read recommendation service (US, mobile search) Source Record Storage Inventory Web Viewer Catalog Data Graph Enrichment | www.ebsco.com 3

Library of Congress + FOLIO in partnership with EBSCO New BIBFRAME / Linked Data Requirements for FOLIO All new functionality from LC s Library Collections Access Platform (LCAP) will be contributed to FOLIO s open-source codebase BIBFRAME Editing Functionality Adapting LC s MARVA editor to work with new graph storage The rich variety of BIBFRAME profiles created for cataloging with MARVA can reused, and extended with new profiles for Items, People, Places, Subjects, etc. Updates to Marva s UI to make it fully compliant with Web Content Accessibility Guidelines 2.2 and match the look and feel of other FOLIO apps Authority and Entity Management Functionality Automated authority management jobs that sync linked data authorities with MARC bibliographic and authority records. The FOLIO Entities Management Working Group will provide feedback on requirements for entity management services created as part of LCAP. | www.ebsco.com 5
Library of Congress + FOLIO in partnership with EBSCO New BIBFRAME / Linked Data Requirements for FOLIO Data Portability, Sharing, and Cooperative Cataloging Functionality Transformation of MARC to BIBFRAME (Extract, Load, and Transform Pipeline) Import of MARC, BIBFRAME and other prioritized formats Export of high-quality MARC and non-MARC serializations in a variety of formats including BIBFRAME (JSON-LD, n-triples) Linked Data Storage Functionality Scalable BIBFRAME storage adapted to serve the rich variety of data managed by the Library of Congress. EBSCO is rebuilding and adapting our Data.Graph architecture used for the Library.Link Network and BiblioGraph to work in parallel with FOLIO Source Record Storage and Inventory. EBSCO s Data.Graph architecture extension is a flexible, hybrid solution that supports both graph and relational capabilities. Users can read and write graph data in nodes and edges. Includes an internal RDF viewer for data exploration (that will link to Marva for editing). Includes a full range of APIs and an OpenSearch endpoint to support integrating data into any discovery service or application | www.ebsco.com 6
Linked Data for LCAP: design & planning November 2022 EBSCO created a strawman design proposal and led two review sessions with LC staff Drafted basic definitions for a shared glossary to use when talking about linked data and FOLIO December 2022 Completed gap analysis by comparing LC s requirements with existing FOLIO functionality Current activities (January 2023, ongoing) Create a roadmap for linked data development Update draft design based on initial feedback Outline a phased, iterative approach for LC adopting new linked data functionality in FOLIO Learn from the FOLIO Entity Management Working Group s environmental scan and use case development Next steps (February) Align linked data roadmap with FOLIO release schedule BIBFRAME / Linked Data requirements session at the Library | www.ebsco.com 7
Glossary: Basic Definitions Linked Data --a set of design principles for sharing machine-readable interlinked data on the Web and Open Data can be freely used and distributed. Using ontologies like BIBFRAME and schema.org, machines can connect and interpret Linked Data. BIBFRAME --ontology used to create common semantics for shared bibliographic description. Initiated by the Library of Congress, BIBFRAME provides a foundation for the future of bibliographic description, both on the web, and in the broader networked world that is grounded in Linked Data techniques. https://www.loc.gov/bibframe/ Entity Management -- processes for curating and maintaining accurate, trustworthy entity descriptions in any data format, including MARC and BIBFRAME. BIBFRAME entities include Works, Instances, Items, Places, Topics, Persons, Events, etc. Entity management is much broader than authority control, and includes operations like reconciliation to make sameAs assertions across different sources. Resource Description Framework -- data model for description and exchange of graph data, based on making statements about web resources. Example Use Cases: Knowledge workers at LC As a cataloger at LC, I need to describe a BIBFRAME Work and share the new data so that other libraries can reuse my description. As a cataloger, I need to create a description in MARC and distribute in BIBFRAME so that I can share BF data with other libraries. As a cataloger at LC, I want to view changes in non-MARC thesauri (or any external dataset) and update local MARC/BIBFRAME descriptions so that I can maintain accurate information between systems. As a reference librarian, I need to search by MARC tag or BF element regardless of what format the element was created in so that I can answer a researcher s inquiry. As a reference librarian in the African and Middle Eastern Reading Room, I need to search using non-Latin scripts (for example, Hebrew) to identify a BIBFRAME resource and answer a researcher s inquiry. | www.ebsco.com 9
Example Use Cases: Consumers of LC data As a cataloger at a small college, I want to search for and download authority records (names, subjects, etc.) in MARC or BIBFRAME so that I can add them to my own MARC or BIBFRAME based catalog. (Via Z39.50?) As a subscriber to the Library of Congress Cataloging Distribution Service, I want to receive high quality bibliographic data in MARC and BIBFRAME formats so I can update descriptions in my catalog for items held at my library. As a librarian using FOLIO, I want to view weekly reports of LC Name Authority updates from id.loc.gov and apply them to my local MARC and/or BIBFRAME descriptions to keep our catalog accurate and up to date. | www.ebsco.com 10
