North Carolina received $15,443,247 in SNAP ARPA funding for FFY 2022, which expires on September 30,
2022
DHHS is allocating $10,000,000 of these funds to counties to support county efforts to administer the FNS
program
Each county is receiving an allocation, which was determined by FNS caseload
Counties will not need to do anything differently to receive these funds
Counties will charge FNS administrative coding as normally done through monthly 1571 process
Once the 1571 is received from counties, the funds charged to FNS administrative coding will be reclassified
by the State before claiming federal reimbursement – allowing counties to receive 100% of claimed FNS
admin funds, up to the allocation amount
Counties will receive the 100% funding as part of the July 2022 and August 2022 service month admin EFT
deposits paid at the end of August 2022 and September 2022, respectively

The Division of Child and Family Well-Being (DCFW) intends to invest FNS ARPA
dollars in three 
FNS Improved Beneficiary Experience 
initiatives:
 
Telephonic Signature
 
Online Recerts and Changes of Circumstance
 
Secure Text Messaging
 
 
FNS Business Intelligence (BI) & Analytics
 
The Division of Child and Family Well-Being (DCFW) intends to invest FNS ARPA dollars in a 
FNS
BI & Analytics Initiative 
to help build a new FNS data infrastructure.
 
NC DHHS will build a dashboarding portal that integrates with NC FAST (using PowerBI)
 
There will be dashboards specific to user roles (Caseworker, Supervisor, Program
Manager/Director)
 
Data will auto filter based on County/Role/and Org Structure
 
Dashboards to be prioritized in first wave:
Pending Workload Dashboards
Caseload Analysis Dashboards
Timeliness / Performance Dashboards

Funding updates for North Carolina counties, investments in beneficiary experience initiatives, and business intelligence analytics using FNS ARPA dollars were discussed at the Western DSS Directors Meeting held in June 2022.
