Financial Support Initiatives Amidst COVID-19 Crisis

Amid the ongoing COVID-19 crisis, various financial support initiatives have been implemented nationally. This includes grants of up to £10,000 for small businesses, managed through Cheshire East Council, and the Coronavirus Business Interruption Loan Scheme offering facilities of up to £5 million for UK businesses facing cash flow disruptions. Essential information on volunteering and key issues are also highlighted in the session.

Welcome Overview of the Session Overview of what we know at the moment National Volunteering National Financial Support Local Financial Support Key Issues - Discussion Currently everyone is muted Ask Questions through the Q&A box If you want to speak or respond raise your hand and I will unmute you

  3. Nationally - Volunteering 1.5 million who need to be Shielded have had a letter. Initially a local response to getting them food parcels/medication etc Will be followed up with a national distribution response NHS Volunteer Responders Campaign These volunteers will be providing support just to the 1.5m that received letters In Cheshire East we know the number being shielded is around 4500

  4. Nationally - Volunteering Essential Workers Staff and Volunteers carrying out activities that support members of the community can be classed as essential activities. Need to consider Following all safe working practices, 2m etc Evidence that they are carrying out essential work e.g. have a text message on their phone or letter or ID card to prove if they are stopped by the Police Staff can be classed as Key Workers as long as they are carrying out essential activities. Again consider is it really essential and can people keep their child at home. They would only get child care/School for the time they are carrying out the role.

Nationally Financial Support Small Business Grant Funding up to 10,000 for all businesses in receipt of small business rate relief Managed through Cheshire East Council - businesses will not need to apply for the small business grants. Eligible businesses will be identified through the business rates system and will receive the grants once funds are available Register your organisations bank details on the Cheshire East Website https://www.cheshireeast.gov.uk/business/business_rates/business-rates-relief/coronavirus-covid-19- help-for-business-rates-customers.aspx This includes mandatory charity rate relief

Nationally Financial Support The Coronavirus Business Interruption Loan Scheme ( CBILS ) It can provide facilities of up to 5 million for smaller businesses across the UK who are experiencing lost or deferred revenues, leading to disruptions to their cash flow. It supports a wide range of business finance products, including term loans, overdrafts, invoice finance and asset finance. CBILS is available through the British Business Bank s 40+ accredited lenders, which are listed on the British Business Bank website (www.british- business-bank.co.uk).

Nationally Financial Support Coronavirus Job Retention Scheme - Furlough Scheme employers will be able to contact HMRC for a grant to cover 80% of the wages (up to a total of 2,500 per month) of employees who are not working but are furloughed and kept on payroll, rather than being dismissed. cover backdated wages from 1 March 2020, although it is likely to be some weeks before the payments are actually made under it We understand that an online portal is being set up for employers to notify HMRC and apply for the grant after the relevant employees have been notified that they are to be treated as furloughed. Workers and self-employed individuals (independent contractors) are not covered by the Scheme. It is only intended to cover employees registered for PAYE purposes. Further, it does not appear to extend to: subsidising wages where shorter hours or reduced pay have been negotiated in response to the COVID-19 crisis; nor employees on sick leave or in isolation.

Local Financial Support Cheshire Community Foundation Covid-19 Response Grants Programme (Grants typically up to 2000) Charitable organisations delivering projects supporting disadvantaged and vulnerable people affected by the covid-19 outbreak are eligible to apply to this programme including:- community response coordination additional volunteer costs additional costs of working remotely and adapting services for disadvantaged and vulnerable people delivered in the wider community support for lonely and vulnerable people who are self-isolating. support in the wider community for foodbanks for families and organisations working to combat child hunger

Local Financial Support Cheshire Community Foundation National Emergencies Trust Coronavirus Appeal The National Emergencies Trust (NET) has raised almost 11m in a week for its coronavirus emergency appeal, the organisation has announced. The first 2.5m will be allocated to 46 community foundations across the country via the UK Community Foundations network. More details shortly

Local Financial Support Short Term Small amounts of funding aimed at ensuring your service can be continued from CEC being administered by CVS e.g. DBS Checks, Leaflets, remote working software Steve Morgan Foundation - 1m per week. covers new services and support to fill fundraising gaps In Cheshire East its everywhere West of the M6. All requests which would result in a positive effect on people s welfare or quality of life or improves opportunities and life choices, are considered. Interested in receiving applications from organisations which help: Children, Children and families, the elderly, those with disabilities and the socially isolated Waitrose through local stores

  11. Locally Cheshire East Council has launched a new Covid-19 information hub which includes essential information and updates on changes to council services as a result of the pandemic.
