Evaluation Landscape in Bhutan: Policies, Systems, and Capacities
Bhutan has institutional arrangements for evaluation led by the Royal Audit Authority and a Research and Evaluation Division in the GNHC. The VOPE engages government officials, CSOs, and the private sector in evaluation activities. Partnerships are fostered through the Evaluation Association of Bhutan (EAB) and initiatives with EvalYouth. Plans include expanding awareness and collaboration with parliamentarians and academics.

Institutional Arrangements for Evaluation 1. Royal Audit Authority is the SAI, play a critical role in practice of Good Governance. Conducts Performance Audit, like Evaluation https://www.bhutanaudit.gov.bt// 2. No formal regulation and guidelines on use of evaluation in different policy field/sector 3. Research and Evaluation Division in the GNHC conducts mandated evaluation and reports published online - https://www.gnhc.gov.bt/en/evaluation-reports/ 4. Dewa platform, MIS to track progress on SDGs at the GNHC http://dewa.gov.bt/dewa/dashboard/sdg#dashboard-section 2
Capacities of VOPEs 1. Total 37 members Government officials- 6 CSOs-8, Private sector- 17, INGOs -4, Student -1 Corporate body-1 2. VOPE initiating activities to reach out to academic through awareness campaigns 3. We interacted with our members mainly through webinars, meeting, publication, updates through emails and WhatApp, informal catch-up session) 4. Active EvalYouth member. No Parliamentarian Forum 5. No thematic group no but we plan to initiate soon 3
Partnerships for NEPS 1. EAB established with support from the GNHC, the designated institute for evaluation 2. VOPE members and EvalYouth members are evaluation Champions 3. VOPE and EvalYouth members worked closely 4. Awareness activities, capacity development of YEEs and evaluators and CSO members 5. Next plan is to meet the parliamentarians and academics 4
