  3. Problems identified Bank account hacked Websites hacked, Random blocking of websites Ransomware attack in banks Forgery on currency, certificate, ticket, Fake Debit and Credit Card- theft by foreigners Arrest of citizen for practicing Freedom of Expression on facebook

  4. Reasons behind No Trust on ISP and Regulatory Service providers do not speak business policy to consumers, eg, says dedicated 1 mpbs but provide shared bandwidth. No pre-information provided to consumers about internet disruption, and maintenance. No compensation to consumers by ISPs and regulatory body (NTA) on low quality services or no service time.   6. Reasons behind No Trust on ISP and Regulatory Loose monitoring by regulatory body on service providers. Vicious nexus between regulatory body and service providers which is against the rights of consumers, e.g. low bandwith to consumer against the agreement between regulatory body and ISPs. Irresponsibility shown in the Challenges of Broadband Policy (16.1.a.) eg. Delay in the decision of monitoring body would impact on investment climate

Suggestion for Reform on Security Chief security officer be managed in IT and IT- enabled industries Computer emergency response team (CERT) be guaranteed under the Home Ministry with ICT experts and stakeholders Devise an independent ICT Ministry to avoid incongruity, overlapping, and non-coordination, conflict of interests, ICT awareness be built on PPP model Continue next slide

Suggestion for Reform on Security Need of ICT Master Plan (with roadmap- from where to begin implementation, which area to focus, illustrate in policy and act) Guarantee of standardization of data centre being supported by different private organizations, Ensure provision of ethical hacker in policy and implement strictly Ensure IS audit for the critical information system Advocacy to prevent child pornography and online safety
