Reasons behind No Trust on ISP
and Regulatory
 
Service providers do not speak business policy to
consumers, eg, says dedicated 1 mpbs but provide
shared bandwidth.
 
No pre-information provided to consumers about
internet disruption, and maintenance. No
compensation to consumers by ISPs and regulatory
body (NTA) on low quality services or no service
time.

and Regulatory
 
Loose monitoring by regulatory body on service
providers.
 
Vicious nexus between regulatory body and service
providers which is against the rights of consumers, e.g.
low bandwith to consumer against the agreement
between regulatory body and ISPs.
 
Irresponsibility shown in the Challenges of Broadband
Policy (16.1.a.) eg. Delay in the decision of monitoring
body would impact on investment climate
 
 
Suggestion for Reform on
Security
 
Chief security officer be managed in IT and IT-
enabled industries
Computer emergency response team (CERT) be
guaranteed under the Home Ministry with ICT
experts and stakeholders
Devise an independent ICT Ministry to avoid
incongruity, overlapping, and non-coordination,
conflict of interests,
ICT awareness be built on PPP model

where to begin implementation, which area to
focus, illustrate in policy and act)
Guarantee of standardization of data centre being
