  2. The UWI, Mona Campus COVID - 19 Safety Protocols The UWI, Mona Campus COVID - 19 Safety Protocols are drawn from Jamaica s Laws and Protocols established by the Ministry of Health (MOH) and the Government of Jamaica (GOJ). Specific Law: Disaster Risk Management Act (DRMA).

  3. Brief Overview On March 13, 2020, the Government of Jamaica declared the entire island a disaster area in accordance with S.26 of the 2015 Disaster Risk Management Act; a response to the concerns surrounding the threat that is the novel COVID-19 virus. A declaration of such kind can only be made once the Prime Minister on advice of the Minister responsible for disaster preparedness is satisfied that a disaster is occurring and that extraordinary measures are required to prevent or minimize loss of life or harm to the health of persons. Upon the declaration of a disaster area, the Prime Minister may, by Order, identify and direct the enforcement of several measures which he believes are desirable for the removing or safeguarding against such a hazard.

  4. The DRMA is enforceable by members of the Jamaica Constabulary Force (J.C.F.). The Campus Police are appointed as Special District Constables, which give them the authority to act with full Police Powers while they are on Campus. The Campus Police Unit operates on a 24 hour basis seven days per week and we work in collaboration with the Mona Police (J.C.F.).

  5. Provisions of the DRMA The DRMA (orders) has provisions that prohibits: Gathering (shall not exceed 10 persons at a time) Each person at a gathering in a public place shall maintain a distance of at least 182.88 centimeters (or 6 feet) from other persons ( social distancing ); When in a public place each person shall wear a mask fitted to that person s face so as to cover that person s nose and mouth.

  6. Provisions of the DRMA contd. - Partying - Social Events are currently prohibited. No small outdoor events (such as small outdoor concerts, parties, tailgate parties, round robins, religious celebrations, and festivals) shall be held.

  7. Provisions of the DRMA contd. CURFEWS are included under the DRMA. The times of the Curfews island-wide also applies to the UWI Mona Campus.

  8. The UWI, Mona Campus COVID - 19 Protocols (1) Limited Access to the Campus. Only persons with legitimate business on Campus will be allowed access. (2) Staff and students are to wear their ID cards visibly. While entering the Campus they may be required to show their UWI ID card. (3) Persons entering any building on Campus must wash or sanitize hands or access will be denied. (4) Mask/face covering is a requirement to gain entry to buildings.

  9. Security personnel may from time to time require persons to lower their mask for identification purposes. Where thermometers are available persons, will be required to have their temperature checked before access is allowed. Persons are expected to maintain the physical distancing guideline stipulated by the MOH (6 feet apart). Usually markers are placed on the floor. Where the allowed capacity in buildings is reached, persons will be asked to form lines on the outside while still maintaining physical distancing. No gathering will be allowed under Gazebos, or other areas where persons under normal circumstances would congregate on the Campus.

  10. All Examinations will be conducted under the protocols outlined. Sporting activities when allowed will have to present an acceptable Safety Plan which will be strictly enforced. The University Chapel has already presented an acceptable Protocol for events in that space. The Campus Police Office along with the Safety Officer has trained a cadre of Student Courtesy Agents to assist with enforcement where necessary.

  11. The following are mandated by the Mona Campus Wearing of a face mask that adequately covers the nose and mouth in public spaces. Maintaining 2 meters (6ft) of distance from all students, employees and visitors. Adhere to the temperature monitoring, hand washing and disinfecting requirements for entry to buildings. Observe the maximum occupancy requirements for the various outdoor and indoor spaces on Campus to include learning, office, leisure and living spaces. Adhere to personal hygiene protocols stipulated by the Ministry of Health (wash hands frequently, cough and sneeze in tissue and properly discard). Stay home if you are ill and report any COVID-19 related symptoms by calling the Ministry of Health and Wellness: 888- ONE-LOVE (888-663-5683). Please also notify your Dean/Hall Manager/SSDM.

  12. PENALTIES Amendments to the DRMA allowing for sanctions for infringements under the Covid-19 Protocols have been passed to statute. It introduces enforceable penalties against persons who commit breaches under the Act. The fines range from J$3,000 to J$500,000. Tier 2 Offence - Failure to wear a mask in public or to Social distance (6ft.) - $5,000. Tier 3 Offence - Failure to remain at abode/residence during Curfew hours or failure to remain home until recovered if Ill with respiratory or flu-like illness - $10,000.

  13. Penalties Cont. Tier 4 Offence Publishing of information which disclose the identity of person who had tested positive for or is suspected to have COVID-19 or another person who is a family member of that person - $25,0000. Failure of employer to comply with specified workplace requirements.

  14. The UWI, Mona Campus Protocols are reviewed and modified based on Science, the Ministry of Health and the Government of Jamaica guidelines.
