Efforts to Address Challenges in the Education Sector: VACiS and COVID-19 Impact
Efforts have been made to tackle challenges in the education sector related to Violence Against Children in Schools (VACiS) and the increased vulnerability of learners during the COVID-19 pandemic. Initiatives include implementing national strategic plans, popularizing guidelines, capacity building on positive discipline, increasing awareness of laws and policies, promoting multi-sectoral collaboration, and providing guidance and counseling to address various issues affecting children's safety and well-being.

VACIS is among the challenges the Education sector is grappling with. Efforts have been made to address the challenge through implementation of the National strategic Plan for VAC 2015/2020 -
Popularizing the RTRR guidelines among key actors( DLG, Teacher Training Institutions, Teachers, School Managers, learners etc) Capacity building on positive discipline System strengthening to report and respond to VACiS at district and school level Awareness to the public on children s rights Campaigns to address the negative norms that perpetuate violence
Increased awareness of the laws and policies (Children s Act, NSP VACiS 2020 There is explicit prohibition of corporal punishment in schools Life skills Education - - included within the curriculum and co-curriculum activities. Confidential reporting of VAC- through suggestion Boxes MoES has also developed guidelines to empower SWT/SMT to handle VACiS cases at school level
Increased awareness about the National child helpline II6- SAUTI Multi-sectoral collaboration - which has enabled the sector to mobilize resources to address VACiS
COVID -19 increased learners vulnerability to VAC The media is awash with reports of VAC on a daily basis Even though children are still at home, MoES has taken efforts to ensure children remain safe and free from violence- Messages to parents on positive parenting, RTRR, prevention of GBV in the home and community through mainly the media
Guidance and counseling to learners- children are not going to be same and would require support to fit in Psycho-social support- especially to learners who were sexually and emotionally abused during the lockdown Dissemination of the guidelines for Prevention and Management of Teenage Pregnancy and Guidelines for the implementation of the roles of SWT/SMT
Implementation of the recommendations of the safe to learn diagnostic study( Better enforcement of laws on corporal punishment, Review and strengthen implementation of the NSP-VAC and RTRR guidelines, monitoring compliance to the Teachers code of conduct etc Implementation of the National Child policy and Strategic Plan 2020/21- 2024/25
EDPs increase budget support to VAC activities for MoES sector.
