  38. Savings to Taxpayers The District issued General Obligation Bonds which have the lowest borrowing cost of any debt financing technique available to California school districts. The timing of the Measure E financing sale helped the District complete projects in a lower-cost environment, saving taxpayer dollars. As a result of the District s strong credit ratings, tax base growth, and the low interest rates achieved, the District will repay the bonds earlier which results in savings to taxpayers. The rating agencies (S&P & Moody s) cited the District s solid financial performance, large and diverse tax base, and good management as rationale for their ratings. Stronger credit ratings mean lower interest rates for bonds, which also saves taxpayer money.
