Introduction Dear customers, Thank you for your attendance and support at our forums, bilateral meetings and workshops. We are grateful for your help in developing and refining a series of technical and commercial solutions that should, in time, allow us to connect more low carbon generation to our East of England Network. It is a complex project with many moving parts, and we felt it appropriate that we begin to update you on a regular and consistent basis on our progress against the commitments that we made. We will be providing you regular fortnightly updates as to our progress both in terms of the solutions for specific GSPs and our review of wider strategic issues. We intend to hold another forum on the 14th December where we will take you through our progress across the programme of activities and give you the opportunity to ask us any questions. Solution implementation Eaton Socon GSP Nature of Constraints: Eaton Socon has export constraints relating to an infrequent infeed loss and thermal capacity of upstream circuits, this site is not impacted by EC5 stability constraint. Reinforcement remains the most cost effective, long-term solution. GSP progress updates Burwell BCA variation offers have now been sent to customers under the 2021 Project Progression and engagement continues with these sites. The latest Modification Offer for Burwell has now been received from NGESO and is currently under review by UKPN Walpole (EC5) UKPN has been running studies to ascertain the effectiveness of existing distribution ANM on transmission constraints, the results of which are now being shared with NGET to include in their analysis. This work will inform on capacity impacts at other GSPs. GSPs affected by the EC5 boundary constraints: Bramford, Pelham, Wymondley, Rayleigh, Braintree, Norwich, Walpole National Grid ESO provided an update of their work at their recent Connections Seminar including a progress update on their Construction Planning Assumption (CPA) review and their proposed revised treatment of battery storage. Both of these initiatives intend to try to release additional capacity for both transmission and distribution connections across GB. National Grid ESO were also keen to get feedback on potential non-firm arrangements and are currently reviewing the feedback received. UKPN is supporting and informing on these initiatives collaboratively with the ESO and wider industry. Sundon whilst not impacted by EC5 boundary constraints this site is now dependant on the outcome of the current review underway by the ESO 7
Project Progression applications Following receipt of a number of Modification Offers (Mod offers) from National Grid ESO in response to recent Project Progression Applications, it became clear that significant amounts of reinforcement are required on the transmission system to accommodate connections to our distribution system. Since becoming aware of this, we established jointly with National Grid ESO (ESO) and National Grid Electricity Transmission (NGET) a Regional Development Programme. We have engaged with customers on a regular basis via our East of England dedicated events, one to ones and more recently fortnightly updates. Through those engagements we have received some useful feedback as well as some criticism, particularly in relation to our interactions with the ESO. UK Power Networks is required to liaise with the ESO where it believes a project will have an impact on the transmission system and has been required to do so in a manner described in the Connection and Use of System Code (CUSC). The CUSC is the contractual framework for the connection and use of the National Electricity Transmission System, of which UKPN are a Party. Applications to the ESO can take a number of forms but have generally been referred to as being a Statement of Works. On receipt of a Statement of Works (SoW) application from UK Power Networks, the ESO is required to respond within 28 days and if works are required, subsequently UK Power Networks are required to submit a Project Progression application within 90 days. However DNOs can be more efficient by using Project Progressions directly without first making a SoW application. CUSC does not prescribe the frequency and or timing of submissions rather it being left to the discretion of DNOs. UK Power Networks has previously been advised and preferred to only submit a Project Progression after the offer arising from the previous application has had all issues fully resolved and has been signed by both UK Power Networks and ESO. On occasions this has meant that many months may have elapsed between Project Progression applications by UK Power Networks, during which time we will have received a number of new connection applications. Project Progression applications Under the current process the application date recognised by the ESO is the later of the date that ESO deems our application technically competent and when the ESO recognises that the application fee has been paid. This can be several weeks after the Project Progression application is submitted. In contrast, applications direct to the ESO are recorded against the actual date of application. This discrepancy in the industry codes disadvantages customers connecting to distribution versus transmission. In addition customers believe they have been disadvantaged by less frequent Project Progression applications by UK Power Networks, which may as a result have a less optimal queue position. It has been recognised by many industry participants that a combination of application volumes and a process that is no longer fit for purpose have prompted dissatisfaction amongst embedded generation customers. We will support changes in codes to address the discrepancy between treatment of transmission and distribution connections, but in the meantime we will act on the timing of our Project Progression submissions. We listened to customer feedback and we have already started submitting Project Progressions before conclusion of the previous offer in certain areas. Towards the end of 2021 UK Power Networks published a process setting out our intended future approach for the submission of Project Progression applications. It is our intention to be in a position to submit on a 3 monthly basis with effect from 1st December 2022 for any GSPs that require it.
Spotlight on Industry Queue Management Queue Management is a key industry process to unlock network capacity and enable quicker connections. The Industry Queue Management process sets contracted planning and construction milestone dates (Queue Milestones) for accepted projects. The objective of Queue Management is to free up network capacity for projects that ready to connect, released from stalled or delayed projects. Spotlight on Industry Queue Management How the Queue Milestone process interacts with the Statement of Works / Project Progression process Below is an indicative table of milestone dates for a quotation issued at the end of September 2022. When UKPN Issue the quote the Queue Milestone dates are based on assumed acceptance three months after issue. Where the connection offer is Subject to Statement of Works UKPN provide an indicative six months for 30 June 2023 any Transmission System Operator (TSO) interface processes to be completed (Statement of Works and / or Project Progression applications) and for the customer to accept any variations or contracted offers. All subsequent milestones are based on the date that the TSO processes are completed Planning and Consents milestones are provisionally based on TSO Completion date above 30 August 2023 - Planning Permission must be initiated within two months (30 August 2023), - Planning Permission must be secured within 12 months (30 June 2024). Where an Environmental 30 June 2024 Impact Assessment (EIA) is required an additional 12 months is provided. - Confirmation of appropriate Land Rights for the site must be confirmed within two months (30 30 August 2023 August 2023) 30 Dec 2024 Construction milestones are provisionally based on the Planning Permission milestone date (MS2) 30 Dec 2024 - Following securing Planning Permission you must submit any Contestable Work Design (if any) within six months (30 December 2024) and provide a Construction Plan (30 December 2024) 30 Dec 2024 - Project Commitment is normally only necessary where Transmission Works are required 30 June 2026 The Power on Date you applied for (or were offered) is the final milestone
Spotlight on Industry Queue Management How the Queue Milestone process interacts with the Statement of Works / Project Progression process If the Statement of Works /Project Progression processes take longer to complete than the original milestones date UK Power Networks will reissue your milestone table referencing the later TSO completion date, for example: - The project on the previous slide was issued with a TSO Milestone (Statement of Works / Project Progression) date of 30th June 2023. - If the TSO milestone process took six months longer to conclude (eg completed 15th December 2023) the Planning and Consent milestones would be based on this later completion date and UKPN would re-issue the Milestone tables with milestone dates based on this new date, eg: - Milestone 1 (Initiate Planning Permission) would be 15th February 2024, and - Milestone 2 (Secure Planning Permission) would be 15th December 2024, and - Milestone 3 (Confirm Land Rights) would be 15th February 2024 Customers will not be disadvantaged where the UK Power Networks or wider network processes prevent or delay their milestone being achieved.
