SB 350: The Clean Energy and Pollution Reductions Act of 2015 SB 350 requires a focus on Disadvantaged Communities: Consider impacts on Disadvantaged Communitiesin CPUC decision making processes Improve access to programs in Disadvantaged Communities Prioritize air quality improvements Target economic benefits (e.g. energy savings, jobs) Create a Disadvantaged Communities Advisory Group (with the CEC) 2

Disadvantaged Communities Advisory Group Guiding Principles The Advisory Group should consider whether proposed SB350-related programs: Increase access to clean energy technologies for disadvantaged communities. Maintain or enhance the affordability of energy service in disadvantaged communities, by considering potential rate impacts of any proposed program. Increase the benefits of clean energy programs in disadvantaged communities, such as economic and environmental/health improvements 3

Advisory Group Development August 1, 2017 CPUC and Energy Commission released a joint staff proposal to elicit stakeholder feedback November 1, 2017 An announcement soliciting applicants was released December 13 and14, 2017 The CEC and the CPUC approved the Advisory Group charter at their respective business meetings February 21, 2018 Energy Commission appointed members to the Advisory Group March 1, 2018 CPUC appointed members to the Advisory Group

  7. Next Steps The first Disadvantaged Communities Advisory Group meeting will take place in the first half of 2018. CPUC and CEC staff will onboard new members and provide information on programs and proceedings. The Advisory Group will select its Chair, who will select liaisons to LIOB and EJAC (ARB). 7

SB 350 Barriers Study-Interagency Task Force State agencies, including CPUC, CEC, ARB, CalTrans, regularly meet to coordinate activities and improve resource access in low income and disadvantaged communities. Early priorities for planning efforts targeting DAC and low income residents are: Improved energy resources for multi-family buildings Community Needs Assessments for mobility investments (led by Caltrans) Increasing outreach activities, including an Outreach Plan Expanding Economic and Workforce Development Development of Clean Transportation and Energy Metrics 9

  10. Upcoming Task Force Activities in 2018 The CEC released a Energy Equity Tracking Progress Report draft for public review Joint CPUC/CEC/CARB public workshop in late summer 10
