  3. Background Themes from first T&FG report to SEG: Don t try to do everything at once. Focus on the framework definition, industrial focus, terms of engagement, connections. Bring together existing CoEs and similar. If considering new CoE focus on one to start. Respond to demand from cohorts of companies. Build upon previous work, but don t be constrained by it. Look to virtual as well as physical CoE. Framework for CoEs being considered should be relevant and apply to maritime activity beyond shipbuilding.

Vision The UK s uniquely integrated network of Shipbuilding Centres of Excellence (COE), will contribute to the delivery of the vision for the shipbuilding enterprise, by optimising the production of key systems and shipbuilding processes. Definition A COE is a team, a shared facility (physical or virtual) or an entity focused on innovation and delivery by providing leadership, sharing best practices, conducting and sharing research, demonstrating capabilities, and offering support and/or training for a focus area of the shipbuilding enterprise.

  6. Objectives 1. Develop an organisation and structure to deliver the vision statement for CoE aligned with NSbS refresh. Identify where the UK Industry and CoE initatives support the overall strategy and where gaps exist in provision. Engage with industry and respond to developments elsewhere from the NSBS. Develop options to enhance collaboration across the sector including by focusing on tools and processes for joint working. Develop new concepts and proposals for Centres of Excellence. 2. 3. 4. 5.

  7. Workstreams Complete Define Vision Statement Agree objectives and work programme Collate examples of similar CoE across the world (ongoing)

  8. Workstreams Current Establish Matrix to enable population of 'what's out there . Include rating of excellence . Draft a paper on the changes to behaviour required to enable collaboration. Also to cover the tools available to 'us' to encourage CoE to meet Terms of Engagement. Draft paper on different 'models' for CoE. E.g. those that might be run by individual companies vs those that have received public funding and are more collaborative. Identify areas from matrix with greatest potential to enhance UK competitiveness. Draft paper on 'Terms of Engagement' for CoE. E.g. what standards they should meet and terms on which other businesses can engage.

  9. Workstreams Future Draft paper on how various CoE could be connected - what umbrella actor should endorse and connect? Seek endorsement for new CoE to be developed. CoE model business case submission for SR to implement T&FG CoE recommendations.

  10. End state A national network of Centres of Excellence delivering against key themes in the National Shipbuilding Strategy. Shared understanding of Centres of Excellence, which are collaborative and accessible. Funding secured to administer network. Framework that can respond to needs and ambitions of industry as required.

  11. Funding Some of the workstreams will require additional capacity and funding will be sought.

  12. Request from SEG Review, discuss and endorse work plans.
