The Deprivation of Liberty Safeguarding Team has expanded to include more Best Interest Assessors and support officers. They are increasing the use of BIAs in community teams and streamlining processes to handle a rise in DOLS referrals. As a Managing Authority, be aware of the backlog and refrain from sending repeat applications. Contact the DOLS team for updates or queries regarding referrals. Ensure online completion of DOLS referrals and follow responsibilities for seeking authorisation lawfully.

DoLS Team Update We have expanded the team to incorporate 30 fte Best Interest Assessors We will have 4 managers + service lead We are introducing 3 Social Care Support Officers to the team. We are now operating in 3 footprint areas: North, Central and East (benefits of this to providers). We are increasing our use of independent Best Interest Assessors.
DoLS Team Update We are expanding our use of BIA s in the community teams (Rota and overtime) We have increased our Business Support Capacity to 10 BSOs, increased our signatory capacity and streamlined processes. Nationally there has been a significant increase in DOLS referrals, and locally we are seeing an increase in discharge to assess referrals.
What all this means to you as the Managing Authority More DOLS applications being processed. You are seeing more BIAs and S12 doctors. You may have a named BIA to link in with and ask questions. You will notice some people are being seen before others. This is because the core team is currently trying to respond to all new applications. We do have a plan in place to tackle the backlog.

DoLS Authorisation Referral Process All DOLS referrals should now be completed online using the link below Deprivation of Liberty Safeguards - Lancashire County Council DOLS Form 1, Request for a Standard and Urgent Authorisation. DOLS Form 2, Renewal of a DOLS Authorisation. DOLS For 10, Review of a DOLS Authorisation. Extension to an Urgent Authorisation.
Your Responsibilities as a Managing Authority You must seek authorisation from the Supervisory Body in order to lawfully deprive somebody of their liberty. Only apply to Lancashire CC if the person is an Ordinary Resident of Lancashire When you make an application you should notify the relevant person s family, friends, carers and any IMCA involved (Section 3.15 DoLS code of Practice COP). Following a DOLS authorisation you have a duty to ensure that the person and RPR understand the effect of the authorisation and their rights ie to review, challenge, Imca (Section 7.4 DoLS COP)
