BACKGROUND The Department of Social Development renders integrated services to persons with disabilities in the residential facilities, protective workshops and stimulation or partial care sites The guiding documents are the Children s Act 38, 2005, The Policy on Social Development Services, White Paper on the Rights of Persons with disabilities, minimum standards on residential facilities, policy on protective workshop The interventions are rendered in partnership with Department of Health, and Non Profit Organizations in the communities. The Department advocates for a holistic and integrated service for persons with disabilities incorporating the following levels of service delivery, functioning as a continuum: - prevention, early intervention, statutory intervention, as well as reconstruction and aftercare . 2
BACKGROUND Persons with disabilities include those who have perceived and or actual physical, psychosocial, intellectual, neurological and/or sensory impairments which, as a result of various attitudinal, communication, physical and information barriers, are hindered in participating fully and effectively in society on an equal basis with others. The National Development Plan 2030 requires the Department of Social Development to systematise guidelines, norms and standards to ensure that they take into account the needs of children with disabilities in all communities . The Department is mandated by the Children s Act, 2005 to offer services to children including those with disabilities. Facilities providing services to children are required to be assessed for registration to ascertain they comply with the requirements. Policy on Disability, Policy on Transformation and Management of protective workshops, Minimum Standards on Residential Facilities guide how services needs to be rendered in the field of service. 3
Profile of facilities There are 132 facilities providing services to persons with disabilities, and they are categorised as follows: 4 residential facilities, 1 outsourced by the government and 3 are managed by Non Profit Organizations 27 Partial Care sites (Stimulation centres) which are managed by Non Profit Organizations 102 Protective workshops managed by Non Profit Organizations 4

Basket of services Protective Workshops The following services are provided: Provision of Psychosocial support to the a person with a disability Skills Development-Life skills such as activities for daily living, going to the toilet, washing hands before and after meals Rehabilitation services-referrals for assistive devices and personal assistance. Establishment and strengthening for support groups within and outside the center Training on communication skills such as Sign Language and Braille Empowerment programmes- According to the capability of a person- socio-economic empowerment programmes Community & Home Based Care programmes for the clients who cannot come to the center for services. Therapeutic rehabilitation programmes- Stimulation through puzzles, educational/stimulation toys, drawings, ball throwing, exercises, painting, cutting, etc. Personal assistance services that contribute to the prevention of further disabilities, secondary ailments and illnesses, and facilitate de-institutionalization. 10
Budget allocated to services for persons with disabilities 2016/2017 Total Budget allocated for the services is R 68 351 200. 00 and the breakdown is as follows: 3 Residential facilities for adults-R27 788 800. 00 1 Residential facilities for children-R1 200 000. 00 102 Protective workshops-R 32 551 200. 00 27 Partial Care Site-R6 811 200. 00 11
Registration requirements and compliance with norms and standards The 27 rendering services for children with disabilities have been conditionally registered as they are not fully compliant with Norms and Standards Protective workshop and residential facilities for persons with disabilities do not have legislative mandate for registration. They only register in terms of NPO Act 71 of 1997. The Policy on Transformation and management of protective workshops requires the facility to comply with environmental and health and safety requirements. All residential facilities comply with the Minimum Norms and Standards 12
CHALLENGES Establishment of facilities by members of community without understanding the minimum requirements and policies Inadequate infrastructure which limit access and safety Stigma and marginalization of persons with disabilities Inadequate budget to cover the needs of persons with disabilities Lack or poor human capacity in both the management and staff in the community based facilities. Lack of resources like equipments, machinery, cars Poor or lack of support by the communities Some beneficiaries don t have identity documents because of their foreign nationality 13
