  2. Standoff Over Border Security A bipartisan border security deal was in limbo after Republican senators expressed a reluctance to undermine former President Trump. The proposed agreement would give the president increased authority to restrict border entry during migrant surges and expedite the removal process. It would also reform the asylum process. President Biden has signaled his support for the bipartisan deal and has urged swift passage. Standoff Over Border Security Border security promises to be one of the most salient issues in the November election and has pitted mayors and governors from both parties against the federal government. Texas Governor Greg Abbott has proved to be one the Biden Administration s main antagonists on border security and has made headlines by busing migrants to various Democratic cities. Abbott has recently escalated the conflict by placing razor wire and floating buoys on the Rio Grande as deterrents to deny migrants entry.   4. Background and Key Concepts The U.S. Constitution gives the federal government jurisdiction on immigration matters. Congress last passed comprehensive immigration/border security legislation in the 1980s and 1990s. Economic and political turmoil in Central and South America has led to increased migration to the United States. The sheer number of migrants arriving at the Mexico-U.S. border have overwhelmed the federal response. Republican governors from border states have decried the federal response and have resorted to other means to send a political message. Governor Greg Abbott has been a high-profile adversary of the Biden Administration and lawsuits have been filed on both sides. The Supreme Court in a 5-4 decision sided with the Biden Administration and said that Texas could not deny access to federal border agents. Governor Abbott appeared ready to defy the Supreme Court order with the backing of other Republican governors and former President Trump. 4
