Short Term Cooperative Credit Structure Short Term Cooperative Credit Structure OSCB is a Scheduled Bank & also eligible to get refinance from NABARD for crop loans/ATL without Government Guarantee or pledge of securities. Odisha State Cooperative Bank (14 Branches) All banks Reserve Bank of India under Section 22 of the Banking Regulation Act Central are Cooperative licensed by 17 District Central Cooperative Bank (355 Branches) PACS are the lower tier of the Structure and they are not a part of the Banking Industry 2710 Primary Agriculture Cooperative Societies (including 212 LAMPCS & 6 FSCS

  4. New proposed Schemes PACS in every Panchayat 2710 PACS (including 215 LAMPCS and 6 FSCS) functioning in the state are covering 6794 GPs. Computerization of PACS Till date, 2107 PACS/LAMPCS(78%) have already been migrated to Core Banking Solution Platform Steps are being taken up, to bring all PACS on online mode by 01.10.2022 Micro-ATM is functioning at PACS Prioritize Long term Financing Provision of linking share capital has been relaxed along with new guideline formulated for ATL financing Action Plan for Revitalization of PACS PACS to be developed as one stop center for all farmer PACS will not only be involved in input financing but also in output & produce marketing Business optimization plan for each PACS along with JLG,SHG & ATL financing

  6. Milk Co-operative Societies Odisha State Cooperative Milk Producers Federation Limited (OMFED) is an apex level Dairy Cooperative Societies registered in Odisha. Its main activities includes promoting, Production, Procurement , Processing and Marketing of Milk and Milk product 10 Central Milk Union & 1061 Primary Milk Producers Cooperatives Societies are functioning in Odisha. Fisheries Cooperative Societies 750 Fisheries Cooperative Societies functioning at village level, 05 Fishermen Central Cooperative Societies functioning at district level and 01 Apex Society functioning at State Level. Steps will be taken for computerization of PFCS & development of IT infrastructure and adoption of common accounting system so as to maintain transparency and real time transactions. Affiliation of PFCS to Cooperative Banks are being carried out for loan linkage to fish farmers.

The Cooperative Banks/ PACS provide around 58% of total crop loans (over Rs.16,000 crore per year) disbursed in the State while the average share of Cooperative Banks at the national level is about 17%. The State Government provide around 5.5% interest subvention as a top-up. In addition, the State Government provide further interest subvention of 2% for provision of crop loans up to Rs.1.00 lakh at 0% interest. Government of India continuation of provision of 2% interest subvention as provided earlier Short Term Agriculture Loan (Crop Loan) Delivery (Achievement of Odisha vs Suggestions) The State Government has been capitalizing Cooperative Societies by providing share capital contribution in the order of Rs.150 200 crores every year from State Budget. Ministry of Cooperation, Government of India may consider capitalization of Cooperative Banks by providing required equity support as is being provided to Commercial Banks.   8. Cooperation department in Odisha is the nodal agency of crop insurance. Odisha is one of the few States to have implemented PMFBY steadfastly since 2016. Here dispute resolution mechanism needs to be trimmed and more responsive for expeditious settlement of disputes for timely claim payments to farmers and prevent Insurance Companies to evade payments inordinately on the pretext of disputes in claim estimation. Adoption of technology for better yield estimation/ loss assessment is required. A hybrid approach of technology option (Remote Sensing Technology) and physical conduct of Crop Cutting Experiments (CCEs) in graded manner may be implemented. PMFBY & Odisha To prevent duplication of enrolment of farmers under PMFBY, National Crop Insurane Portal may be linked to State Farmers Data Base (Krushak Odisha Portal). The PACS purchase paddy from farmers at MSP. During 2021 Khariff Marketing Season, 2431 PACS procured paddy worth of Rs.11985 crore. PACS also purchase other agricultural produce like pulses, oilseeds etc. under the Price Support System. Procurement of paddy and marketing of agricultural produce 54 RMC Mandis of the State have been integrated with e-NAM (National Agricultural Market) platform for providing e-trading facilities to the farmers

  9. Suggestions for National Cooperative Policy Suggestions for National Cooperative Policy Uniformity must be there in state laws. We need to have a National Cooperative Policy which should be fountain or may be referral point for formulation of State laws. Development of Cooperatives in all fields/ sectors of human activities is the need of the time. The National Cooperative Policy should capture the need to develop human endeavor in all livelihood and sunrise sectors. Strengthening of Cooperative Movement along with issue of strengthening the presence of Cooperatives in underdeveloped Cooperative States should also find place in the Policy.
