How do levels of expenditure relate to health outcomes? How do patterns of delivery relate to health outcomes? What are the national and international trends?

  3. What is the same, what is different? Comparing health systems is always risky Definitions in national data tend to differ from other countries Standard definitions are not perfect but do allow like to be compared to like more reliably SHA allows comparison of detail for example not just how much is covered by public scheme but what is covered.

  4. How do levels of expenditure relate to levels of service? SHA brings together data on funding and data on provision It helps to distinguish underfunding from poor performance How does the pattern of funding related to provision and performance?

  5. How do patterns of financing relate to levels of service? To what extent are public and private financing substitutes? How do public and private financing compare in terms of efficiency of production? SHA has gathered some usefully additional data on private services

  6. How do levels of expenditure relate to health outcomes? Expenditure in each country can be compared to health outcomes This allows some insight into the productivity (not just efficiency) of services

  7. How do patterns of delivery relate to health outcomes? Reforms frequently reorganize delivery structures and mechanisms SHA comparisons allow us to assess if delivery structures really matter.

  8. What are the national and international trends? The availability in the future of annual SHA submissions allows trends and directions to be considered Trends will be comparable between countries with different financing and delivery structures.
