Combatting Illegal Dumping: Resources and Solutions in Pennsylvania
Illegal dumping poses a significant problem in Pennsylvania, with household trash, tires, construction waste, bagged waste, and yard waste being the top items found in illegal dump sites. The average cost to clean up such sites is $619 per ton, with a total cleanup cost of $2,947 per site. Merely cleaning up dump sites is ineffective as the cycle of dumping continues. To address this issue, initiatives like the Surveillance Camera Loan Program, mini-grants for deterrents, and public education resources are essential in preventing and deterring illegal dumping in communities.

Why Go Beyond Cleanups? Cleanups of active dumpsites are ineffective in and of themselves. The Cyclical Dilemma The mere presence of a dump site encourages more dumping. Cleaning up active sites signals taking responsibility for managing the material and invites more dumping. Lessons Learned Cleanups must occur to reduce the impact on the environment. Cleanups have a lasting effect when mechanisms exist to prevent and deter illegal dumping from reoccurring.
