STATUS OF WATER CHALLENGES NMMDM is declared a Water Service Authority (WSA) in terms of Section 84 of the Municipal Structures Act, Water Services Act, 108 of 1997 which is 100% responsible for provision of water services in the whole of Ratlou Local Municipality (RLM). The NMMDM has appointed Sedibeng Water as the Water Service Provider (WSP) for the entire RLM area and this has caused a significant confusion in terms of who is responsible for the water service provision. Furthermore, there is an SLA signed between NMMDM and Sedibeng Water for the implementation of ground water source development project. RLM is currently assisting with limited capacity in augmenting provision of water services functions out of its good will given the fact that the community complaints are directed to its door step and there is no clearly defined water services provision model and operations procedures from NMMDM to effective respond to the needs of the community. 3

CAPITAL PROJECTS BY NMMDM There are major projects that were initiated by NMMDM, intended to address water provision challenges in RLM, unfortunately they haven t been completed and exacerbate this emotive issue which is basic right enshrined in the Constitution. Ratlou/Setlagole Bulk Water Supply initiated by NMMD almost five (5) years ago, marred with lot of contractual challenges and hasn t been completed to date. Madibogo Bulk Water Supply the project has been in planning phase for some time and hasn t started as yet. 4

  6. INTERIM MEASURE BY NMMDM- WATER TANKERING Water tankering as an interim measure used to augment and mitigate against water supply challenges. Ratlou L.M was allocated five (5) water trucks by NMMDM from alert level 5 to alert level 3 of the national lockdown due to the Corona virus pandemic. Furthermore, the Municipality received an allocation of forty (40) jojo tanks with stands which were placed at different strategic points for access of the comunity. The water tankering programme has since been scaled down to two (2) water tankers (one in Ratlou South and North Villages). Since the scaling down of this programme, Ratlou L.M has been inundated with requests for water supply to funerals, schools, community jojo tanks and is unable to cope with this demand due to limited resources. 6

INTERIM MEASURE BY RATLOU LOCAL MUNICIPALITY TO ADDRESS THE WATER CHALLLENGES Ratlou Local Municipality has procured 2 mobile water tankers and awaiting delivery to augment water supply in its villages. Ratlou Local Municipality has appointed a service provider for drilling of boreholes as and when required especially in hot spots areas with current focus on facilities. 7

  8. RECOMMENDATIONS Ngaka Modiri Molema District Municipality should fast track the completion of their water supply capital to ensure reliable water supply is rendered to the community as a WSA. Ngaka Modiri Molema District Municipality should conduct a Masterplan of underground hydraulic water catchment inorder to ascertain the capacity of the underground water. Ratlou Local Municipality will continue to assist with this function irrespective of the function residing with the district. 8
