Challenges to Integrated PoC Approaches in the Field Lauren Spink Peacekeeping Advisor
Operationalizing PoC Strategies Is a strategy written? Was the strategy disseminated? Do peacekeeping personnel know what the strategy says? Is the strategy driving decision making around action and use of resources?
Joint Civilian-Military Planning within Missions Overcoming information siloes Importance of joint contingency planning Increasing importance of joint operational planning to maintain protection with fewer resources Civilian harm mitigation and jointly assessing the impact of operations on the civilian population
Prevention and Rapid Deployment What is actionable information? Civilian and military sections may not have a common opinion Decision-making based on early warning Contingent owned equipment preventing rapid deployment if it is not at expected standards Difficulty generating forces with special capabilities Administrative hurdles to rapid deployment for civilian components that are themselves a challenge and not always understood by military components
A People-Centered Approach to PoC Different perspectives on the purpose of community engagement? Hearts and minds versus PR versus information- sharing Training to engage civilians not equal across sections Checking the box Translating community engagement into protection
Accountability and Measuring the Effectiveness of Peacekeeping Operations Moving from reporting on actions to reporting on outcomes and impact Military accountability versus civilian accountability Standardizing indicators and accountability
