  1. ROWING AUSTRALIA National Sporting Organisation Association Fees Changes (NSOAF)

  2. The Proposition For the first time since 2007, Rowing Australia (RA) are proposing to increase the annual affiliation fee (NSOAF) for full, senior participants from: $16 +GST per annum to $40 +GST per annum with annual CPI increases.

  3. The Context RV Constitution 10. Membership fees (1) A General Meeting of RV may prior to June 1 determine increases in fees for membership of RV for the subsequent financial year, and the timing and arrangements for payment of those fees.

The Considerations Currently, RA receives less than 1% of it s annual turnover from it s 7 State Sporting Organisations through NSO affiliation fees The annual RA membership fee has not been increased since 2007 With increasing integrity requirements and obligations, this level of funding is not sufficient to enable RA to continue delivering and fulfilling its role as an NSO effectively for all participants RA s requirements to provide Integrity support has increased significantly in the past 5 years - $200k+ per annum Currently, RA are managing more National Integrity Framework matters in Victoria than any other State RA funding from the ASC and key partners is predominantly ring- fenced for high-performance, limiting the funds available for on- going development of rowing for all participants in Australia 10% Australian Sports Commission (ASC) benchmark for NSOAF to contribute 10% to overall revenue 0.5% Current NSOAF contribution to RA from all State Sporting Organisations.

The Considerations cont RA s not HP functions include admin, governance, compliance, operations, sports development, coastal & indoor rowing, national regattas, and coach & official accreditation and education. Rowing Victoria receives from RA approx $300k per annum to deliver the State Performance Pathway Rowing Australia are currently reviewing their operating model and structure to find operating efficiencies The recommended increase meets industry standards aligning with other NSOs in Australia and other international Federations in rowing 10% Australian Sports Commission (ASC) benchmark for NSOAF to contribute 10% to overall revenue 0.5% Current NSOAF contribution to RA from all State Sporting Organisations.

  6. The Considerations cont What does the NSOAF cover? Proactively engaging with key governing bodies such as ASC to ensure compliance, inclusivity and the evolution of rowing (also includes AOC, Paralympic Committee, Commonwealth Games Australia) Advocating the future of the sport and ensuring diverse international representation by increasing engagement with World Rowing (WR) on key WR commissions and working groups Leadership It is a key strategic objective that we grow the sport of rowing nationally and find ways to engage a cohort of new and diverse participants Investment and innovation is evident through the growth across Indoor Rowing initiatives, early engagement in a digital community through Row Nation and Coastal Rowing Innovation Ongoing infrastructure for the sport to function including administration, governance, compliance, operations and Providing an experience for all members through non-HP disciplines (Coastal and Indoor), national events for all disciplines and ages (i.e. ARC, AIRC, AMRC etc), coach & official accreditation and education and sporting school programs (i.e. Riggers) Support Implementing ongoing requirements from recently formed the Sports Integrity Australia, the National Sports Tribunal and mandatory membership of the National Redress Scheme. Supporting members manage the rising tide of Integrity and Member Protection matters by absorbing direct and indirect costs noting all matters have emanated outside of the RA HP program Protection RA has invested more than $11m in direct funding nationally to the Performance Pathway program in each state and territory over the last 7 years approx. $300k per annum directly to Victorian pathway athletes Performance

The Impact Rowers Clubs Rowing Victoria Provision of key central services which RV cannot fund e.g. Integrity, Safeguarding, Legal Ongoing support on critical Integrity and Safeguarding matters which are key to the sport s reputation RV continue to participate in RA sanctioned Regattas RV will continue to receive funding support for the State Performance Pathway program Opportunities are provided to access elite Pathways. Continued investment into innovation, marketing and promotion to attract participation, sponsors and Govt. funding Proposed NSOAF increases to come into effect from the 24/25 season, if ratified Possible increase in affiliation fees for additional categories from the 24/25 season onwards. Annual affiliation fees increase is $2 per month per senior rower

The Recommendation Taking all matters into consideration and gaining greater understanding of the challenges facing Rowing Australia to continue to provide leadership, advocacy and support to the sport nationally, internationally and through it s Member bodies, the Rowing Victoria Board has resolved to do the following. The increase in the NSOAF will be covered by RV Cash Reserves for the final 6 months of the 23/24 Season on a one off pro rata basis. No immediate changes to the NSOAF fee structure, any changes are to be implemented for the 24/25 season, if ratified. Rowing Victoria will seek to fund the increase across full senior participants for the 2024/25 season at a General Meeting on the 30th of November 2023. Rowing will advise Members of any expansion of NSOAF fees to other categories in advance of the 2024/25 Season.
