  4. TECHNICAL CHANGES POLICY CHANGE Proposal: Exempt sales and service at Nonprofit Special Event Permits & Alcoholic Beverage Auction Permits from alcohol sales tax. Add references to new licensing system License name changes Endorsements Statute and regulation cites Removes reference to corkage fees in exemptions (service charges already not taxed) Recommended by MOA Treasury.   5. RATIONALE FOR PROPOSED EXEMPTION The system creates administrative burden for permit holders. Non-licensees need to register temporarily with MOA. If anticipating more than $5,000 in sales, must make deposit upfront. Not all permit holders know this is a requirement, esp. small organizations. The system also creates burden on Muni staff. MOA Treasury isn t notified upfront about permitted events. Temporary registration takes outsized amount of staff time. Auction permits are difficult to determine sale price for tax purposes. These events generate relatively little tax revenue. Total since 2021: $10,000 Other local gov ts with alcohol tax (Fairbanks, Juneau) exempt these events. WWW.MUNI.ORG/ASSEMBLY

Pass AO 2023-102, Special Land Use Permit Changes Address Penal Code & Other Changes Pass (draft AO), Tax Administration Changes Pass local code changes!
