  2. Indian Community Development Block Grant American Rescue Plan (ARP) President Biden has signed the American Rescue Plan Act of 2021 (ARP) into law. The Act provides a significant and timely investment in Indian Country in response to the health and economic effects of COVID-19. In total, ARP includes $1.24 billion for housing-related needs in Native communities. Specifically, it includes $450 million for the Indian Housing Block Grant program, $280 million for the Indian Community Development Block Grant program, $5 million for the Native Hawaiian Housing Block Grant program, and $10 million for related technical assistance resources. In addition, it includes $498 million for the Department of the Treasury s new Homeowner Assistance Fund to provide relief to struggling Native American homeowners. Slide 2

  3. PURPOSE ARP provides additional funding to prevent, prepare for, and respond to the COVID-19 pandemic, including $280 million for the Indian Community Development Block Grant (ICDBG) program. This funding will be used to provide ICDBG Imminent Threat (ICDBG-ARP) grants to Indian tribes to eliminate or lessen problems that pose an imminent threat to public health or safety of Tribal residents.   4. ARP Distribution Tribal Consultation On March 19, 2021, HUD issued a Dear Tribal Leader letter to solicit feedback on the how the Department should administer ICDBG-ARP funds. Those recommendations were taken into consideration to assist in planning the fund distribution process. HUD is very excited about these additional resources coming to Indian Country. COVID- 19 has affected everyone around the globe. But it has particularly impacted Tribal communities. The Office of Native American Programs is implementing the new ARP programs and making these resources available as quickly as possible. Slide 4

  9. Monitoring Plans Normally, EWONAP tries to complete 8 monitorings per year. Due to lack of travel money and safety due to the Pandemic, we are projecting that we will only do two this year, both remote. Slide 9

  10. Cares Act Spend down ONAP is getting more scrutiny from oversight about the status of spend down rates for the CARES Act. 11 Tribes have 0 balance 3 haven t spent any 20 have spent at least 50% of their Grant Slide 10
