Cares Act Spending Indian Housing Block Grant -ARPs GLIHA received CARES Act funding in 2021. As of July 2022 only 10% of all funding remains to be spent. Most of that on the GLIHA side is concentrated in 4-5 grantees who collectively have $1,036,000.00. Grantees should be aware that this money was appropriated for the purpose of Preventing, Preparing for and Responding to COVID-19. As things open up, the potential exists of unspent money being rescinded. American Rescue Plan. Each Grantee was allocated funding similar to the Cares Act which allowed a large additional amount of funding to increasing housing to prevent, prepare for and respond to COVID-19.
American Rescue Plan (ARP) Unclaimed Funds The American Relief Plan funding remains open with three tribes who haven t applied leaving nearly $5 million available. A Dear Tribal Leader letter has been sent out warning that should those funds not be applied for to Prepare, Prevent and Respond to COVID, the remaining $5 million will be reallocated to the ARP ICBG fund to meet the unmet needs of other tribes that applied with fundable applications but because of insufficient funds could not be funded. The importance of this, is that the money will go to previously unfunded tribes some of who are in the EWONAP region. You may be contacted if you are in the gray zone of being unfunded but high on the list of 2d and 3rd tier applicants.

EWONAP Staffing Grants Management (GM) 4 newer staff; 1 incoming in August. Grants Evaluation (GE) 6 newer staff; 2 incoming in August. Administration new Advisor that is familiar to you, Cheryl Cloud former ED of Red Cliff Housing Authority. Total staffing level is currently 19; will be 22 with the incoming August hires. All are available & ready to carry on the HUD NAHASDA mission of improving the living environments of Tribes through various funding opportunities. All vacancies posted on-line (USA Jobs); links are sent to GLIHA Coordinator, Kevin Fitzgibbons. In terms of Native Americans employed in HUD Native American Programs, EWONAP has one of the highest percentages.

CURRENT STAFF WORK SCHEDULE All staff are currently working under our new Flexiplace Policy following the President s Return to Work Initiative within an existing COVID environment. This requires that staff work in office 2 days per pay period, except if the COVID Level is High ; then staff may telework on those scheduled in-office days as well. All staff were required to submit and have a telework agreement approved and in place, which specifies in-office and at-home telework days. Remote work option was reviewed and there weren t any positions identified in EWONAP that are eligible for remote work.
