ARES in Virginia District One, serving Winchester City/Frederick County, provides emergency communications to agencies and communities. Licensed amateurs volunteer with qualifications and equipment. ARES operates in three levels of organization with appointed leadership roles. The district, led by Dr. Joe Palsa as Section Manager, has active nets in different counties and conducts regular training exercises. District Emergency Coordinator (DEC) Appoints ADEC/EC positions delegated by SEC Local Emergency Coordinator (EC) Appoints AEC s if necessary.
